Part 4 of Silent Hill: Townfall drops Simon on a foggy pier outside St. Amelia and ends with a printed security badge inside CEG Headquarters. Everything in between sits behind keypads, barcode scanners and a tape player that rearranges a house. There is no chapter select, so anything skipped in Clara Woods is gone for that playthrough.
Quick answer: Act 4 covers Chapters 9–11, from the Clara Woods pier to CEG Headquarters. Ten locks gate its collectibles, and their codes are 772, 184, 956, 575, 129, 490, 736, 971, 4895 and 486.

Walk up the pier and turn left before the game pushes you onward. The Harbour Notice document is pinned to the railing beside the deep water warning sign, next to the boat ramp.
Further along the street of bodies, some corpses will lunge and force a QTE. At the fork, ignore the left turn that progresses the chapter and head right toward the dead end. An alley between two buildings leads through a pair of gates into a back garden, and Strange Postcard 10 sits on a metal shelf inside the shed.
Back at the fork, take the left road to the estate entrance and peel the Clara Woods Estate Map off the CEG information board.

Before entering the estate, clear out the Locals store across the way. The Store Staff Notice is on the counter by the cash register, with a box of three pistol rounds behind the desk, alcohol and two gauze in the main room, and a plank through the emergency exit at the back.

A radio on a table in the middle of the store gives you CRTV channel 61. Hold the device steady with the right stick until the colours stop drifting, then align the RGB bars with the D-pad until the calibration finishes.
Estate ground level: phone numbers, lock box keys and postcards
Chapter 10 starts in a phone box after Richard’s call. Inspect the poster on the right wall to add 946 – WHO Dial Back Service, dial it, and the automated reply hands over 496 0112 – Unknown. Call that second number from the same booth to register it and hear the recorded message.
The Post Service store on Atlas Way holds a Lock Box Key in the cash register at the front counter. Two more turn up nearby, one outside the Post Service fire exit by the metal dumpster and one on the washing machines in the small laundry room behind Atlas Computers.

Those keys open the blue cash boxes scattered around the estate. One sits on the kitchen counter of Flat 1A and counts as a resource container, yielding an Empty IV Bag and pistol rounds; another sits on the office desk in CEG Lockers.

House No. 1 is open on the ground floor. Flat 1A holds the Atlas Square Apartment Note near the TV plus the lock box in the kitchen, and Flat 1B upstairs hides Strange Postcard 11 in a bedroom dresser drawer. Shoot or smash the storefront window opposite Atlas Computers and take Strange Postcard 12 from the round table inside.
Two more signals live down here. Interacting with the pipe structure at the Strange Gate at the end of Atlas Way opens up channel 62, and pushing into the building left of CEG Staff Parking on the map opens up channel 67.
Atlas Computers contains a locked floppy disk case you cannot open yet. Note the building and come back once you have the Disk Case Key from 5 South Brae.
CEG Lockers: code 772 and the Flare Gun
Head north on Prosperity Way, cut through CEG Staff Parking and out to the small play park; the automatic doors ahead lead into CEG Lockers. The front desk computer holds two clues, the Lost and Found note with code 772 and the CEG Employee Locker List tying Locker 17 to 5 South Brae, Locker 204 to 6 North Brae and Locker 94 to 5 Upper Brae.
A loose barcode for Locker 75 sits on the counter by the ORBAUM scanner. Scan it to reveal PIN 184, then open Locker 75 in the locker room for the Flare Gun and flare cartridges. Flare rounds are scarce, so hold them for later encounters.
In the back office, enter 772 on the Lost and Found locker to collect the South Brae House Key. The same room has the CEG Lockers Managers Note in the top desk drawer, a save phone, a medical kit and the locked cash box.

The barcode slips themselves show the number 496 0993 – CEG Lockers in the corner. Dial it from the office desk phone to register the third phone number of the part. Two CRTV signals also sit in this building, channel 59 in the locker room and channel 65 inside open Locker 93.
5 South Brae: the Disk Case Key and the printed schematic
Use the statue in Atlas Square as your starting point, then follow the stairs toward the estate entrance to arrive at 5 South Brae. In the living room, the radio beside the TV unlocks channel 59. The kitchen container has one flare round and two pistol rounds, while the small bedroom contains the Gaming Magazine, which directs you to Atlas Computers for disk repairs. Find the Disk Case Key on the master bedroom nightstand.

The Boltcutters cut the gate at the top of the stairwell north of CEG Lockers, which opens the route to the Braes. On the way, sweep east along the street marked Upper Brae on the map for Strange Postcard 13 on the ground in the courtyard area, and grab the Condolence Card outside No. 9.
Inside 5 Upper Brae, the upstairs office has a transcription player and a locked file box needing three digits. Three notes matter here. The Code Today has its number blurred out, The Code Before reads 192, and The Code After, found on a floor cushion in an upstairs bedroom, reads 125.
Each cassette rewrites the state of the house when played in the transcription player:
- Selecting Tape: Today (blue) restores the house’s baseline condition.
- Tape: Yesterday (green) shifts it to the normal past state, found in the children’s bedroom lockbox.
- Tape: Tomorrow (yellow) triggers the red-lit emergency state.
- Tape: Do Not Play sits in a small case on the kitchen counter.
Start in Tomorrow and pick up the Back Door Key from the kitchen counter while the house is red. Change to Yesterday, use the key on the rear door, and take Strange Postcard 14 from the back room. Return to Tomorrow, go through the back door, handle the creature outside, and remove the Ammonite Disk from the table.
Play Today to normalise the house, then load the Ammonite Disk into the study computer to display the Current Count number grid. Read across it with 192 and 125 as anchors and the missing middle value is 129. That opens the file box for the Locker 94 barcode, which scans to PIN 490. Before leaving, tune channel 29 in the upstairs hallway.
6 North Brae and the mechanical device
At 6 North Brae, the Lamenting Poem clue sits on a wooden chair in an upstairs bedroom. Its wording resolves to 736, the code for the house safe box holding the Locker 204 barcode. Scanned at CEG Lockers, that barcode returns PIN 971.
Locker 17 supplies the first Mechanical Part, Locker 204 the cog-shaped piece and Locker 94 the cylindrical stem. Combine all three in the inventory to build the Constructed Mechanical Device, which is the key for the Strange Gate at the end of Atlas Way leading to CEG Headquarters.
Clear every pickup in the estate before using the gate. The braes, the lockers and the shops are not accessible once the part moves on.
CEG Headquarters: Grid of Codes and the Level 10 access card
The reception desk holds the CEG HQ – Ground Floor Map, with the Inquiry Preparation Notice on the counter beside the fax machine. The ground floor conference auditorium has the Box IDs and Names list on the podium, and the radio receiver on the Security office desk carries channel 61.
00007820518.You know it worked when the card writer beside the terminal spits out the Printed Access Card with Level 10 Clearance. Picking it up is the last collectible of the part, and the objective updates to taking the lift up to Floor 10.

Strange Postcards do not reappear on a New Game Plus run, so the five here are effectively single-shot. Documents and clues feed the Discoveries statistic that steers which ending Simon and Zoe reach, which makes the printed schematic, the tape notes and the Security emails worth reading rather than sprinting past.
