Slayers 2 drops you into Windy Peak Village with very little hand-holding, and Clear the Village Spies is one of the quests that suffers most from it. The targets are hiding in plain sight among ordinary villagers, and the game never explains that the only thing separating a spy from a bystander is a pair of asterisks around its name.
Quick answer: Defeat four villagers whose name plates read *Civilian* with asterisks on both sides, then return to Kazu to turn the quest in.

The disguised spies use the exact same character model as the harmless villagers walking around the settlement. There is no special outfit, no glowing marker, and no visual tell on the body itself. The difference sits entirely in the name plate floating above each NPC.

A quest target is labeled *Civilian*, with an asterisk on each side of the word. A plain Civilian without those symbols is not part of the quest and will not move your counter. Walk slowly through the village and read the plates instead of swinging at the first person you see.

Attacking unmarked civilians does nothing for the quest, so check the name before you commit to a swing.

Turning the quest in and confirming it worked
Once the counter shows 4/4, walk back to Kazu and speak to him to collect the completion reward. The quest is only finished after that conversation, not at the moment of the fourth kill, so the objective stays in your tracker until you hand it in. When it clears from the tracker and Kazu no longer offers the same task, you are done.
Why the starting village side quests matter later
It is tempting to abandon Windy Peak the moment the next area opens up, but the side quests here feed into progression much further down the line, with roadblocks reported around the level 35 and level 45 stretch for players who skipped them. Clearing them while you are already in the village costs far less time than backtracking at a higher level.
Two others are worth finishing on the same trip. Recover the Lost Pages asks you to collect five pages scattered around the village and pays out the Book of Guidance, an item that points you toward your next recommended quest and the NPCs tied to it. There is also a shipment delivery to Ora, which leads you to a location that becomes useful when you start hunting Beast Cores.
With the spies cleared and the rest of the village wrapped up, the red marker over your player icon on the map becomes your main navigation tool for whatever comes next.
