Every rogue trainer in Stormwind sits in the same corner of the city, and it is not one of the obvious ones. Skip the Cathedral, skip the Mage Quarter, and head for Old Town, where SI:7 runs its operations out of a walled compound in the southeast.
Quick answer: Osborne the Night Man stands outside SI:7 Headquarters in Old Town at 74.6, 52.8. Lord Tony Romano waits inside the building at 78.3, 57.1.

Both Osborne and Lord Tony Romano are level 60 trainers, so either one covers your full ability list. Older descriptions of the area call the SI:7 block the Barracks, and the Command Center with the warrior trainers sits next door, which is a useful landmark if you overshoot.
Stormwind also hosts rogue trainers outside the SI:7 compound, depending on the version you play. Reckful can be found at the Cathedral of Light, and Veruca Darkstream trains in the Training Hall.
Inside SI:7: Lord Tony Romano and the rogue vendors
Walk under the archway and you land in a courtyard. Cross it, take the door on the right, and you are in the wooden inner chambers where the rest of the SI:7 staff works. Jasper Fel, labeled <Shady Dealer>, is one of the NPCs waiting in there.

His stock is the reason most rogues bother stepping inside. Thieves’ Tools and poison reagents sit in his merchant window, and Lord Tony Romano is standing just beyond him, so you can restock and train in the same trip.

What the trainers teach and when to visit
Rogue trainers sell new abilities and higher ranks of abilities you already know, and they reset talent points. The training schedule is fixed. You learn one ability at level 1, nothing new until level 4, and then something new on every even-numbered level after that.
- Both SI:7 trainers cover every level, so a single visit clears your backlog.
- Abilities granted by a talent arrive at rank 1 automatically. Later ranks still cost gold at a trainer.
- Hemorrhage is the standard example, with ranks 2 and 3 purchasable at levels 46 and 58.
- You are not obliged to buy everything on the list, which matters when gold is tight.
The rogue trainers in the 1-5 starter zones cap out at level 6 abilities. Jorik Kerridan at Northshire Abbey is one of them, so human rogues need to move on to Keryn Sylvius upstairs in the Lion’s Pride Inn at Goldshire, or straight to Old Town.
How to confirm you found the right NPC
The nameplate is the tell. A genuine trainer carries <Rogue Trainer> beneath the name, and right-clicking opens the training interface rather than a standard dialogue box. If you get a vendor window listing Thieves’ Tools instead, you are talking to Jasper Fel and need to keep walking.
Once the training window is open, available ranks appear in the list with their gold cost, and anything above your current level is greyed out. Buy an ability and it drops into your spellbook immediately, with the cost deducted from your bags.
