Every time Coen disrupts Brencis’s rule over Vale Sangora, his Infamy Level climbs, and Brencis answers with an Edict that reshapes the world against you. There are nine Edicts in total, each tied to a specific Infamy Level, and they stack. The higher your Infamy, the more patrols, checkpoints, price hikes, and elite enemies you have to deal with while chasing down quests.
Quick answer: Edicts are automatic. Each new Infamy Level triggers the matching Edict from the table below, usually announced at dawn the in-game day after your Infamy rises. You cannot avoid them, since raising Infamy is required to reach Brencis and advance the story.

All nine Infamy Edicts and their effects
Edicts carry in-world names when Brencis issues them, and their effects range from mild annoyances to hard barriers on movement and shopping. Here is the full list, in the order you unlock them.

The Court menu unlocks after the Prologue and tracks your Infamy Level. Infamy measures how much chaos you have caused against Brencis’s coronation, the overarching goal of the story. The Edicts stay hidden in that menu until they activate, so knowing them ahead of time lets you plan a run.
Two things push your Infamy up. Defeating one of the three vassal bosses raises it by a full level each. The rest comes from clearing Court Activities and wiping out Soldier Camps across the valley.
An Edict does not fire the instant your Infamy increases. Instead, it waits until a day passes in-game, then plays out as a cutscene where the decree is read aloud in Svartrau City. That short delay is your window to finish anything the new Edict would make harder.
Tip: If you need a merchant, a specific road, or free movement through Svartrau, handle it before crossing the Infamy threshold that would lock it down. Level 5 thins out night vendors, and Level 9 seals the city entirely.

Getting past the toughest Edicts
The late Edicts hit movement and combat hardest, but none of them fully block progress. Level 7’s Headhunters are elite enemies with special abilities that actively track Coen, and by Level 8 ordinary soldiers already have inflated stats and stronger attacks, so fights that were routine earlier become drawn out.
Level 9 looks like the worst on paper, since Svartrau’s gates close and fast travel through them stops. In practice, you already have other ways into the city by that point, such as climbing over the walls at night. The real cost is combining that with the checkpoints, price hikes, and tougher enemies from every earlier Edict at once.
Because Infamy only ever climbs, the world grows steadily more hostile as you approach the finale. By then, Coen should be far stronger too, with a fuller set of skills across his trees, so the escalating Edicts track your own growth rather than shutting you out of the endgame.
