The Emissary ranks among Valor Mortis’s side quests that take the most time, stretching across much of the campaign. It becomes available in Chapter 2, but you must wait until a late-game ability lets you cross the poisonous green fog that seals off the camp in the Valley of Ashes.

Quick answer: Take the Emissary’s Seal from the carriage beside The Other Side lantern in Chapter 2, then return after unlocking the Shield Transmutation in Chapter 9 to cross the poison and investigate the ruined escort camp.

What you need before you can finish the quest

Two things gate this quest. One is the starting item in Chapter 2, and the other is an ability you only earn much later. Neither can be skipped.

  • In the Valley of Ashes, check a carriage beside The Other Side lantern for the Emissary’s Seal.
  • The Shield Transmutation ability, earned in Chapter 9 inside the University.
  • Fast-travel access to the Valley of Ashes lanterns so you can return once the ability is unlocked.

The Shield Transmutation is required to beat the game, so it cannot be permanently missed. It absorbs incoming damage and, more importantly here, lets William walk through poison gas unharmed.

Start The Emissary in Chapter 2

During Chapter 2, travel to the Valley of Ashes’ The Other Side lantern. Turn left toward the ruined area and cross the green poison-mist field to find an abandoned luxury carriage set a little away from the main route and easy to overlook.

Go inside the carriage and collect the Emissary’s Seal from the little table. It goes into your inventory and opens the side quest. William remarks that no one would abandon a seal issued by the Emperor himself, providing the first clue that something went wrong.

At this point the quest log updates, but the poison and the red plague growth block any further progress. You can leave and continue the main story until the ability you need becomes available.

Later chapters add optional background. A boss fight at the end of Chapter 5 leaves you a note on the ground in the exit tunnel, and a letter found in a ruined mill reveals that a traitor among the French officers tipped off the rebels. Neither is required to complete the quest.

Unlock the Shield Transmutation in Chapter 9

Progress the main story until you reach the University in Chapter 9. Inside, climb to the highest point of the building, a large room with a circular staircase and a cloud of poison gas off to one side. Go up the stairs and interact with the plague-bound soldier attached to the purple vines to claim the Shield Transmutation.

Once it is in your kit, The Emissary becomes finishable. Nothing else is required beyond returning to the Valley of Ashes.

Cross the poison and clear the escort camp

Fast travel back to The Other Side lantern in the Valley of Ashes and return to the toxic field by the carriage. Equip and activate the Shield Transmutation, then walk straight through the dense green fog. Crossing to the far side triggers a quest update.

On the other side, head into the escort camp and find the dead soldier near the path. Pick up the note beside the body to update the quest with more detail on what happened to Napoleon’s emissary.
Move ahead to the corpse trapped in the red plague vines in the middle of the camp and press Investigate. This clears the corruption but also wakes a dangerous enemy, so be ready to fight. Defeat it before continuing.

A blue spectral echo of a soldier runs ahead, repeating his last words about warning the Emperor. Follow it toward a wooden post. Investigate the blood-soaked velvet cloth pinned there to finish the quest.

You will know it worked when a Quest Complete notice appears for The Emissary and the journal fills in its final entries, confirming the escort was wiped out at once and that someone in the camp may have worked with the rebels.
