The People's Wish is the final Jianghu Legacy quest in the Hexi region of Where Winds Meet, and it sends you into a sealed crypt hidden beneath a field of stone lions at Lion Barrow. Most of the run takes place underground, where rotating lion mechanisms open a series of painted tombs tied to the memories of the Zhang family, who once guarded this land. The puzzles are simple once you know the answers, but the travel permit and the lion riddle stop a lot of players cold.

The People's Wish requirements and location
This is a self-starting quest, so there is no NPC to talk to first. Teleport to the Lion Barrow Boundary Stone in Qinchuan, Hexi, then move into the marked quest area to begin. The nearest landmark is the Mustard Hut in Homeward Wilds. The previous quest in the chain is A Bitter Draught of Home.

Collect the Embroidered Balls and open the statue
Step 1: Look for the green tumbleweed balls inside the stone inner circle of the quest area. Attack one until it stops squeaking and moving, then loot the Lost Embroidered Ball from inside.

Step 2: Carry each Lost Embroidered Ball to a stone lion at the quest marker and place it in the lion's mouth. Follow the markers around the area, defeating every green ball and returning each one to its lion statue.
Step 3: After every ball is placed, head to the inner circle where a large stone lion statue rises up. Use the Shadow Step prompt (G on PC) to grab the Dreamtouch Brush, then enter the statue. This is the entrance to the underground crypt.

Pass the fire-trap corridor and solve the lion riddle
Step 1: Grab the chest behind you, then move through the corridor with symmetrical floor tiles. The tiles trigger fire traps, so stick to the far left or right side and jump over the small lion statues to reach the next room safely.
Step 2: In the room with a central stone lion, you need to align the statues. The burial tradition here requires every lion, large and small, to face the same direction, toward the land of the living. Find the fourth small lion to the left of the big statue and place it back on its rotating mechanism.
Step 3: Rotate all four small lions until each one faces the same direction as the big lion. The door to the next corridor opens once they match. Continue through the painted corridor, following the bird to the wall paintings, which recall earlier Hexi story moments from Jade Gate Pass and Liangzhou.

Find the Door Knocker and reach the central platform
Step 1: The doors at the end of the corridor are missing a knocker. Take the stairs to the left of the door down to a small room with a coffin in the middle, and investigate the coffin to reveal a hidden passage beneath it.
Step 2: Explore the passage to pick up the Door Knocker, grab the nearby chest, then return and attach the knocker to the doors so they can open.
Step 3: Inside the large cave, note that extra jumping is disabled. Move to the central platform, touch the jade case to activate it, then operate the lion mechanism. The platform rotates and opens the first portal, which you jump to and enter.

First tomb: Travel permit answers
The first portal drops you into a memory of the Liangzhou tavern. The memories belong to Lan He, who is trying to abandon his old identity, so the permit must be filled with false details. You can explore the room for clues, but the exact answers are below.
Step 1: Pick up the travel permit next to the entrance, place it on the table ahead, and attempt to fill it in.

Step 2: Enter the answers in order. Choose Xu Jian for the name, Flora Expert for the occupation, and Find Poplar Seeds for the purpose. Wrong combinations trigger an extra cutscene that hints at an arrest, but you can simply submit the permit again.

Step 3: Hand the completed permit to the Waiter by the door. Afterward, gather the keepsakes from the other part of the room and burn the xiao and the letter at the fire to finish this memory.

Remaining tombs through the lion mechanism
Each time you return to the central platform, operate the lion mechanism to open the next portal. The later tombs lean on observation puzzles rather than fixed codes. In the Tomb of Painting, examine the joined desk and return the items to their correct sides, follow the lingering shadow, inspect the Harvest Tributes, then gather all five flags and place them into the sand table.
A later tomb takes you into a temple in the painted realm, where you speak with a constable, investigate the corpses, use a Mystic Skill to examine the scene closely, then find incense inside the main hall and offer it as a token of respect. The final tomb ends with a quiet game played against an old friend at a pavilion, placing pieces between each line of dialogue before touching the golden bird to return to the crypt.

How to confirm the quest is finished
You know each portal is solved when the memory ends, and you are returned to the central platform, where the lion mechanism becomes available again. The full quest completes after the fourth tomb's chess scene, when touching the golden bird sends you back to the crypt, and the reward summary appears. If a door refuses to open, the most common causes are a small lion that is still facing the wrong direction, an Embroidered Ball that was never placed in its lion, or a travel permit submitted with the wrong field values.
