Skills in The Portal are learned by reading Skill Books, and most of them are stocked by a single vendor. Some are open to every job, while others only work if you are a Cleric, Enchanter, Defender, or Warrior. Knowing where each book comes from and which stat it scales with keeps you from spending resources on abilities that do not fit your build.
Quick answer: Buy Universal, Mastery, and most class Skill Books from Neria’s Shop in Dewdrop Village, then read the book to learn the skill. Heal II can also drop from Barrel Champions (1.59%) and Scarecrow Goblins (0.26%).

Where Skill Books come from in The Portal
The main source is Neria’s Shop, run by the NPC Neria in Dewdrop Village. Every Skill Book is a consumable that teaches one skill, and each skill exists across four tiers. Once you own a book, read it to learn or level up that skill.
Note: Changing your class through a Job Change deletes your learned moves, and used Skill Books are not refunded. Buy class-specific books only after you are sure you will stay on that job.

These four abilities work no matter which class you play, and all of them are sold at Neria’s Shop. Because they carry over regardless of role, they are the safest early purchases.

Mastery books give permanent boosts tied to a weapon type or combat style, and every one of them is available at Neria’s Shop. Pick the Mastery that matches the weapon you actually use.

Buying order that fits your class
Start with Universal skills, since they stay useful even after a job change. After that, match a Mastery to your weapon and prioritize the class skills that scale with your main stat.
- Melee fighters: Bash plus the Mastery for your weapon.
- Clerics: Heal and other Wisdom-based skills.
- Enchanters: Entangle and Enchant Weapon for damage and party support.
- Defenders: Iron Wall and Whirlwind for defense and aggro control.
- Warriors: Blade Fury and Battle Cry for physical output.
