Where the blueprint drops
The blueprint spawns inside the Hotel Complex point of interest on Riven Tides, specifically the Hotel Panorama Azzurro building, which is flagged as a high loot value zone. It rolls from standard interior containers tied to that POI rather than from a unique chest or event cache.
Confirmed pull points inside the hotel include in-room drawers, suitcases left on sofas and floors, small balcony boxes, and hallway cabinets. Multiple loot rolls per floor mean clearing the building methodically gives you the most attempts per raid.

How to find it efficiently
Step 1: Load into Riven Tides and set a waypoint on the Hotel Complex. The POI is marked on the map and labels itself as Hotel Panorama Azzurro on entry.
Step 2: Enter the hotel and work floor by floor. Search every drawer, briefcase, suitcase, and small container in guest rooms and hallways. Balcony boxes count as well.

Step 3: Watch for aerial ARC patrols around the hotel exterior and rooftop. Bring a weapon that handles flying ARCs so you do not get pinned mid-loot.
Step 4: When the White Flag Blueprint drops, it appears in your inventory described as “A deployable white flag.” Extract with it intact, then use Learn and Consume in Speranza to unlock the recipe permanently.
Confirming the unlock
Blueprints are consumed on use. Once you select Learn and Consume at Speranza, the White Flag recipe is added to your workshop, and the blueprint item is marked with a checkmark, meaning duplicates can no longer be consumed. If the recipe shows as locked at the workshop, you have not yet consumed the blueprint, only picked it up.

Common reasons it does not drop
Blueprint rolls are RNG. The two factors that most often cause empty runs are searching the wrong POI on Riven Tides and dying before extraction. If you are knocked while carrying the blueprint and fail to extract, the item is lost and you will need to find another copy. Stash the blueprint in a safe pocket and head straight for an extraction point once it drops.
Blueprints can also be sold for 5,000, but if you do not own the recipe yet, learn it first before considering any sale.
