The Cult’s True Plans is a short dialogue quest on Zephras Isle that asks for no combat, no travel, and no item gathering. It picks up after the turncoat dies, leaving his damaged recall crystal as the only remaining lead on what the cult is preparing. The whole thing plays out in a single room, and the only real requirement is patience while the scene runs.

Quick answer: Speak to Talaanis Shadowsong in the council chamber, pick the crystal dialogue option, and stand still until “Observe the conversation” flips to Complete, then turn the quest in to him.


The Cult’s True Plans quest requirements and location

The quest begins and ends with the same NPC, so there is no hand-off between characters and nothing to pick up on the way. It is not sharable with party members, which means everyone in a group has to be on the correct step of the chain to see the scene.

Talaanis Shadowsong carries the title High Elder of Zephras Isle and stands in the council chamber at the top of the tower, next to the pedestal holding the crystal. Valennia Stormfist, the Peacekeeper Captain, is in the same room. If you arrive from the curved balcony outside, simply walk back through the doorway into the chamber and both NPCs are directly ahead of you.


How to complete The Cult’s True Plans

Walk up to Talaanis Shadowsong in the council chamber and open the conversation. The quest tracks two linked objectives, “Learn what you can from the crystal” and “Observe the conversation”, and both resolve during the same scene.
Choose the dialogue option about the crystal, which asks the High Elder what he knows about it. This is the trigger for the whole sequence, and nothing progresses until you pick it.
Wait while Talaanis and Valennia discuss the damaged recall crystal the turncoat handed over. They explain that it was used to capture a moment worth preserving, which sets up the replay. You can stand anywhere in the room during this exchange.
The scene continues when Talaanis tells Valennia to activate it. The pedestal crystal lights up and projects translucent figures of the cultists into the chamber, replaying their recorded conversation aloud.

Let the recording finish. The projection covers the cult’s plans for the pylons and wards, and the ritual being led by their high priestess. Interrupting by walking away is unnecessary, and the objective only updates once the audio has fully played out.

The entire sequence runs roughly a minute from the first dialogue option to the completion pop-up, so there is no need to click anything in between.

How to confirm the quest is ready to turn in

When the projection ends, the tracker entry Observe the conversation changes to Complete and the counter for learning from the crystal reads 1/1. A “Ready for turn-in” notification also appears on screen. Talaanis and Valennia then talk over what they heard, working out that the anchor pylons are functioning as wards.

The Cult’s True Plans rewards

There is no gear or item choice here, just experience, coin and standing with two factions. The experience is enough that many players ding level 11 on the turn-in itself.

Where this quest sits in the Zephras Isle chain

This is the fourth step of the Zephras Isle storyline. The chain opens with The High Elder’s Request, moves through The Turncoat and Al’Aketh Assassins, then Unfortunate News, before the crystal scene. If the dialogue option about the crystal is missing, you are almost certainly still on an earlier step.

From there the next objective sends you to Valennia Stormfist, who lays out the plan against the cult before the chain shifts into its combat stages.
