Quick answer: In World of Warcraft: Forever, level 40 is when Dual Specialization opens. Visit a class trainer in a major city to change your talents.

Where to change talents in WoW Forever

The steps are the same for every class.

Level your character to 40. Dual Specialization is not available before then, although single-spec talents start at level 10.
Travel to one of the major cities. That is where class trainers handle talent changes.
Speak to your class trainer. The trainer changes your regular talents and your Legacy talents.

How WoW Forever talent trees work

Every class has three talent trees, arranged with the original game’s layout and row count. One-point milestone talents, called the “gold medal” picks, require set point thresholds in their respective trees. WoW Forever also adds a milestone midway through each tree.

Some talents match the original game exactly, and others have been adjusted or improved. Talents that used to grant key class buffs are now baseline abilities for their classes, so you no longer spend points on them. That group includes Divine Spirit, Blessing of Kings and Improved Mark of the Wild.

Changing Legacy talents

Legacy talents come from the account-wide Legacy System. Each character buys these perks with Legacy Points across three trees.

  • Professions
  • Adventure
  • Resourcefulness

Legacy Points are shared across your account, but characters can allocate them differently. At launch, each character may assign up to 16 Legacy Points.
