The pink Frillish sits behind a bit of town progress. You need to lift the whole area’s mood before Popplio will point you toward it, and it then appears in a fixed cave rather than roaming the open water.

Note: The Starmie Doll can be dug up before you reach this point, but it is worth waiting until Frillish is part of the questline so you clear both objectives in one trip. Look for the section of the cave filled with minecart tracks, where a breakable stack of rocks holds the hidden treasure.
Get Frillish (male form) with a habitat
The blue male Frillish is not part of the story at all. It only shows up once you build a habitat it likes, so you never encounter it automatically. Both Frillish forms respond to the same two habitat setups, which means you can also use these builds to bring the pink version back after the story if you want.

Once the furniture is placed correctly, the blue Frillish spawns there and can be befriended like any other Pokémon.
If the pink Frillish does not appear, the two usual causes are an environment level still below three or having skipped the “The floaty pink one” hint when talking to Popplio. If the blue Frillish does not spawn, double-check that every listed item in the Ocean Treasures or Playing Sailor recipe is present, since a missing piece leaves the habitat inactive.
