The Traveler now wields Cryo, and the version tied to Snezhnaya is arguably their strongest form yet. They flex between on-field carry and off-field damage, they enable both Stellar-Conduct and Stellar-Swirl reactions, and their whole build is cheap because their best weapon is handed to you for free.
Quick answer: Equip the Exaiphanes Blade with a 4-piece Disenchantment in Deep Shadow set, run ATK% Sands and Goblet with a CRIT circlet, and level Elemental Burst first. Pair them with Odette and Yae Miko for Stellar-Conduct, or with Yumemizuki Mizuki for Stellar-Swirl.

Two playstyles that decide the build
Cryo Traveler behaves differently depending on which Stellar Radiance is active, and that changes what you build toward. In Stellar-Conduct teams they are an on-field carry who needs field time to charge their Burst. In Stellar-Swirl teams they apply off-field Cryo, then swap in for Burst and Charged Attack damage while another unit stays on-field.
Most of their damage lands as Stellar Damage rather than raw Cryo. The heavy hits come from their enhanced Charged Attack, available once per rotation, and from their Burst under a Stellar Radiance. Both need some stack build-up, which is generally easy to reach.

The Exaiphanes Blade is the Traveler’s own 5-star signature Sword and their clear best-in-slot. It carries 608 base ATK and a large 33.1% CRIT Rate, and its passive raises ATK while restoring a bit of Energy after landing a hit. At R1 that means +16% ATK and 3 Energy every 5 seconds, and it triggers even off-field. Higher refinements add CRIT DMG per element the Traveler has resonated with, and R5 pushes the ATK boost to 40% with 5 Energy per proc.
You unlock the sword by progressing the Everwinter Without Mercy Archon Quest in Snezhnaya, and refinements come from leveling the Statue of the Seven there. Up to R3 is obtainable at launch, with further refinements arriving in later patches. Because it is free and this strong, other 5-stars like Primordial Jade Cutter or Whitelake Frostfeather only exist as stopgaps, and the craftable 4-star Emberwell trails behind.

Best artifacts for each role
For an on-field Stellar-Conduct carry, the 4-piece Disenchantment in Deep Shadow is the top set. The two-piece gives 18% ATK, and the four-piece raises Superconduct DMG by 80% and Stellar-Conduct DMG by 40%, while adding 16% CRIT Rate when you hit opponents affected by Superconduct or Stellar-Conduct. A stopgap of two-piece ATK% plus two-piece Elemental Mastery sits around 11% behind in output.
In Stellar-Swirl teams the math shifts. The Scarlet Proof set would be ideal on paper, but Cryo characters cannot activate its four-piece effect, so it is off the table for the Traveler. Instead, lean on support sets that lift the whole team. If Odette is on the team, Tenacity of the Millelith is easy value, since the Traveler’s Elemental Skill Ice Fog Piercer keeps a party-wide 20% ATK buff up. Heart of the Furnace is another option, granting a party-wide 50% Stellar DMG bonus after a Stellar Reaction, though the Traveler may not hold perfect uptime on it.

Stat and Energy Recharge priorities
Stellar Damage scales with ATK%, Elemental Mastery, and CRIT. ATK% edges out EM as a main stat because several of the Traveler’s passives scale on ATK, including the Lucent Ice conversion that turns ATK into up to 160 EM once you clear 2,000 ATK. A single ATK main stat on either the Sands or Goblet is recommended, and the other piece can be ATK% or EM depending on which has cleaner substats.

Watch your CRIT Rate carefully. The Traveler gains 10% CRIT Rate from a passive and 15% from Cryo resonance, plus 16% from Disenchantment in Deep Shadow, so a CRIT Rate weapon can push you into overcapping. Steer extra rolls toward CRIT DMG in that case.
The Burst, Frostbound Javelin, only costs 60 Energy, and the Traveler starts with 20 bonus Energy Recharge thanks to Columbina. That keeps recharge needs low, especially in mono-Cryo-heavy lineups.

Note: Favonius weapons on your supports lower these requirements further, and with C1 plus the Exaiphanes Blade you rarely need more than a couple of Energy Recharge substats.
Talent priority: Burst first
Level talents in the order Elemental Burst, then Normal Attack, then Elemental Skill. The bulk of the Traveler’s damage comes from Frostbound Javelin, so upgrade it first.

Normal Attack comes next because the Charged Attack that carries much of their Stellar Damage draws from that talent scaling. The Elemental Skill can wait, since it mostly handles off-field Cryo application and buff uptime rather than raw damage.
Best teams for Cryo Traveler
Stellar-Conduct teams
Here the Traveler is the on-field carry, so you want a strong Cryo partner and an Electro enabler. Odette is the best support slot, adding off-field Cryo, some direct Stellar Damage, and a Stellar DMG bonus for the team. Yae Miko is the top Electro option, applying off-field Electro through her Skill and dealing Stellar-Conduct DMG, with her C1 pushing that damage higher.

Alyosha is a solid 4-star Electro alternative that heals and buffs ATK and Stellar-Conduct DMG, though at C0 he does not beat a third Cryo unit. Nicole is worth considering too, since her party-wide ATK buff can replace an extra Electro or Cryo body.
Stellar-Swirl teams
In these lineups the Traveler enables Stellar reactions and contributes off-field damage while an Anemo carry stays on-field. Yumemizuki Mizuki is the standout on-field unit for Stellar-Swirl and lets the Traveler still deal roughly 30% of team damage. A second Cryo unit like Odette adds off-field Cryo and reaction buffs, and a second Anemo such as Sucrose stacks the Vortex effect while providing Elemental Mastery.

Faruzan works in the Anemo slot when you want to cut enemy Anemo resistance, and Xilonen can slot into either team type to lower elemental resistance across the board. Sandrone can also share Stellar teams with the Traveler, though both prefer field time, so they usually perform better as separate main carries.
Both build paths hold up well, and neither is strictly correct. Because the Exaiphanes Blade is free and the Traveler’s passives do so much heavy lifting, you can gear them cheaply and still slot them into nearly any Stellar team as more Snezhnayan characters arrive.
