The door to the royal hall stays sealed until two Statues of the Cemetery Guardian sit on the marked squares on the lower floor. Both statues start on upper levels, so the whole puzzle is really about dropping each one down and steering it into place. The system that lets you do this is the Prototype Kresnik’s Torch, which controls whether the water in the room is liquid or frozen solid.
Quick answer: Shoot the Prototype Kresnik’s Torch to switch it to Cold State and freeze the water. Melt each statue’s frozen support pillar with a Basic Heat Source so the statue drops, then place Cube Prime Ice Constructs to steer each one across the ice, through its exit hole, and onto the floor square below.
How the Prototype Kresnik’s Torch works
The Prototype Kresnik’s Torch is the glowing mechanism you shoot to flip the room between two states. In Heat State the water flows normally. In Cold State everything freezes, which raises statues on frozen pillars and turns the floor to slick ice so pushed statues slide until they hit something.

You control the sliding with Prime Ice Constructs. A Cube acts as a wall that stops a sliding statue at a chosen spot, and a Basic Heat Source melts nearby ice so a frozen pillar collapses or a raised platform lowers. You can remove either construct after it has done its job.

Finish the puzzle on the lower floor
With both statues dropped down, go to the lower level and push each Statue of the Cemetery Guardian onto its marked square. Use a Cube Prime Ice Construct to stop each statue exactly where you need it if it slides too far.
You do not need a perfect fit. As long as part of the statue stays inside the square, it counts, and the door to the royal hall opens once both statues register on their squares.
Two common reasons the door stays shut are a statue that stopped short of its square and a torch left in the wrong state, which changes whether the floor is frozen and whether the statue can slide into position. Correct the torch state, re-steer the statue with a Cube, and the door will open.
