He also said the technical team still needs to determine whether a 60 FPS option will exist at launch or in the future, and that he did not yet have details on resolution or other technical qualities such as ray tracing. A 30 FPS launch would match how Rockstar has handled its recent open-world games. GTA 5 shipped locked at 30 FPS and only gained a 60 FPS performance mode years later, through its next-gen upgrade on PS5 and Xbox Series X/S. Red Dead Redemption 2 still does not have an official 60 FPS mode on current consoles.
Earlier leaks had pointed toward GTA 6 offering both Quality and 60 FPS performance modes at launch. Nelson’s comments suggest the situation is more cautious than that, with a 60 FPS mode described as possible in the future rather than guaranteed on day one.

What this means if you’re buying hardware
If you are weighing a PS5 against a PS5 Pro specifically to play GTA 6, it is worth waiting until Rockstar shares concrete performance details for each console. The studio has not confirmed which platforms, if any, will run the game above 30 FPS at launch.
A higher frame rate could eventually come through a post-launch patch, and the next generation of hardware, including the PS6 and Xbox’s Project Helix, may end up being where GTA 6 runs at 60 FPS or beyond. There is also a PC version planned for later, and that release would not be held to the 30 FPS console cap.

Note: Alongside the frame rate details, it was also confirmed that GTA 6 will not include a first-person mode at launch.
