The August 27 balance pass rewrote how debuffs work in CookieRun: Crumble, and the PvE pecking order moved with it. Skill AMP no longer feeds enemy stat debuffs or damage-down buffs, and defense reduction can no longer push a boss below zero defense. Cookies whose entire value came from stacking those numbers lost their ceiling. The ranking below reflects main story adventure content after those changes.

Quick answer: Build around Milk Cookie, Macaron Cookie, Herb Cookie, Rye Cookie, Pomegranate Cookie, Scorpion Cookie, Nameless Cake Hound, and Brightseeker Cookie. Devil Cookie and GingerBright are still usable, but no longer belong in your first eight slots.

How this was ranked: general story stage clearing on an auto squad, weighting sustained damage, buff and synergy uptime, and how reliably a skill lands on the enemies that matter. Star levels are assumed to be even across the roster.


What the Skill AMP change actually does

Two separate adjustments landed together. Skill AMP stopped applying to enemy stat debuffs and damage-down buffs, so attack down, defense down, and similar effects now land at their printed value no matter how much Skill AMP you have stacked on the caster. Affected skills carry an “Ignores Skill AMP” line in their descriptions, which is the fastest way to check a Cookie yourself.

Separately, defense reduction can no longer drive a boss below zero defense. Before, a big enough stack of defense down turned into an effective damage multiplier against tanky targets. Now it caps out, which flattens the payoff of running multiple defense shredders.

Sugar Runes tied to those stats were refunded, with the refund issued September 1 at 18:00 (GMT+9). If you had rolled heavily into Skill AMP for a debuffer, that investment is worth redirecting toward raw attack, crit, or duration instead.


Why the S-tier Cookies hold up

Everything in S tier scales off attack, crit, or raw damage, none of which the nerf touched.

Milk Cookie is the strongest attack buffer in the game. Gentle Remedy grants 9.2% of the caster’s attack as an attack increase, stacking up to ten times, so the buff grows directly with how much attack you put on him. Build him as a stat stick, not a healer.

Macaron Cookie stacks a 10% crit rate increase up to ten times through Mighty Macaron Parade, which can push a Cookie past 100% crit rate and produce multiple crits on a single hit. She also carries a 50% Range Synergy for eight seconds.

Brightseeker Cookie earns her spot on damage plus positioning. Satellite Shock summons two drones dealing 71% of attack per tick over 7.5 seconds, and those drones keep firing even when the squad is knocked back — a rare source of uptime in stages that push your line around.

Nameless Cake Hound makes it on his damage reduction, which is the single most reliable survivability tool for auto clears. Herb Cookie pairs healing with a Volley Synergy 2 window, and Scorpion Cookie and Pomegranate Cookie remain the backbone of poison-focused squads.


The Cookies that dropped

Devil Cookie is still a fine A-tier pick and remains freely interchangeable with Dark Choco Cookie in a defense-shred slot. He simply no longer justifies being built first.


Oven Wanderer Cookie’s placement is the most contested call here, and it has nothing to do with his damage numbers. Brave Slash charges through targets with a Chain 3 effect and a follow-up explosion at 74.4% of attack, but the charge frequently overshoots and misses entirely. When he whiffs, he also pulls himself out of position and breaks the synergy chain the rest of the squad is relying on. Consistency, not power, is what drops him.

The rest of D tier fails on output. Cream Puff Cookie’s Zelius Extremus! deals 11.2% of attack per tick, and Peach Cookie’s three-hit combo tops out at 69.2% of attack on the finisher, with a 45% evasion buff lasting only 1.75 seconds.


Synergy providers worth slotting

Several B and A tier Cookies are ranked less on their own damage than on the Synergy they hand the squad. If a Cookie is your only source of a Synergy your carry needs, run them regardless of tier.

Tip: Pets can cover a Synergy gap. Chargemellow grants allies Rapid Fire Synergy +2 as a Companion Effect, which frees up a Cookie slot if your only Rapid Fire provider is otherwise dead weight.


Open your Cookie collection and select the Cookie you want to check. Tap into the skill description rather than the stat summary.
Look for an “Ignores Skill AMP” line attached to the debuff portion of the skill. If it is present, adding Skill AMP through gear or Sugar Runes will do nothing for that effect.
Check whether the Cookie has any non-debuff damage on the same skill. Devil Cookie still deals 59.9% of attack with two Pierce hits, so Skill AMP retains value for the damage half even where the debuff no longer benefits.
Open the in-game Stats screen to confirm what each combat stat covers before rebuilding. Skill AMP, Skill Haste, and Damage Reduction are all defined there.

This ranking reflects the state of PvE after the late-August balance update. Placements below A tier are the most likely to shift, since several of those Cookies are held back by one number rather than a broken kit. If your account is short on S-tier options, an A-tier Cookie that supplies a Synergy your carry needs will still outperform a higher-ranked Cookie sitting in the wrong slot.
