The Master Fencer Manual is one of the Swordmastery books in The Blood of Dawnwalker, and like every other manual, it is the thing standing between you and a locked node on Coen’s skill tree. Skill Points alone will not open it. Until the book is in your inventory, the perk stays greyed out no matter how much you have banked.

If the manual is not in their stock
Merchant inventories in The Blood of Dawnwalker are partly randomised. Two saves at the same story point can show slightly different shelves, and a manual that appears for one playthrough may simply not be listed on another. The usual fix is to leave, let time pass, and come back to trade again.
There is a second, less reliable option. Swordmastery Manuals drop as random loot, so clearing Soldier and Bandit Camps and looting the bodies can hand you copies you did not go looking for.
