Laslea Glen is the opening region of The Blood of Dawnwalker, and its scouting point sits somewhere most players walk straight past. The village church doubles as the vantage spot that reveals the valley’s key markers, and the same rooftop hides a chest containing the Frugal Witchcraft Manual — a Superior-tier Character Development item that pays back a large chunk of the health you spend on Witchcraft.
Quick answer: Scale the church’s exterior wall using Clawride, climb the roof tiles to the highest point and interact to scout the area. Then drop down to the wooden scaffolding platform on the side of the roof and open the chest there to take the Frugal Witchcraft Manual.
Where the Laslea Glen scouting point is
The scouting prompt is anchored to the very peak of the church roof in Laslea Glen, not to any tower or hilltop in the surrounding fields. There is no staircase or ladder route to it. The only way up is vertical traversal along the outside of the building, so the objective stays locked until you use your climbing ability on the church wall itself.
This runs alongside the early main quest thread, where the tracker points you toward meeting Anca at the old inn during Echoes of Silenced Bells. Scouting first is worth the detour because it fills in the surrounding map before you start walking to those objectives.

Scouting marks four points of interest around the valley. Open the map straight afterward and you will see them pinned relative to your Current Position on the church.

The chest carries a strong haul for a level 1–3 region:

A few low-value odds and ends, such as a Drumstick and a Broken Hammer, also turn up in the containers on the platform.
What the Frugal Witchcraft Manual does
The manual is a Superior-rarity Character Development item that unlocks the Frugal Witchcraft perk for purchase. The perk restores 40 percent of the Health cost after you defeat an enemy affected by Witchcraft abilities, which directly offsets the health you burn casting them.

Picking up the manual does not activate the perk on its own. Find a Shrine, interact with it, select the perk in the development tree and spend Skill Points to actually unlock it. Skill Points come from levelling up and from quest rewards.

If you miss the rooftop chest, the manual shows up again later. Manuals are not limited to a single copy, so there is no permanent loss.

If the scouting prompt will not appear
Two things stop this from working. Either you are standing on a lower section of the roof instead of the topmost ridge, or you are trying to reach the roof on foot — the wall requires the vampiric climb, and there is no ground-level path to the peak.
Note: Laslea Glen operates on a clock during the prologue. Quests that are still active or incomplete when time reaches sundown for the Blood Mass will fail, so handle the church climb before you burn time segments elsewhere in the valley.
Taken together, one climb clears the scouting objective, fills in four map markers and hands you an early Witchcraft perk that makes health-cost spells far more sustainable through the first few levels.
