The Completed To-Do List is one of the data folders tucked inside an Ominent lab module in Grounded 2, and it sits in a spot most players ride past without noticing. It is buried in the Sinkhole Anthill tunnel network, behind a lab door that has to be opened before the folder is reachable, and it shares the room with a boss.
Quick answer: Enter the Sinkhole Anthill: East Entrance at 19° N / 38° E, turn right at the first tunnel intersection, follow the tunnel down to the bridge, cross into the elevated lab module, and take the Completed To-Do List off the tray on the right-hand side of the room at 19° N / 31° E.

Two sets of coordinates matter here. One is the tunnel mouth you use to get underground, the other is the lab room where the folder actually sits. They are close together on the map, but the lab is only reachable from inside the anthill.

Riding a Buggie in is the fastest option, and the tunnels are wide enough to stay mounted for most of the descent.
Access requirements before you can reach the folder
The lab module door is the gate on this collectible. It has to be unlocked first, so if you arrive and the door will not open, the folder is not obtainable yet on that save and no amount of tunnel searching changes that.
Come prepared for a fight as well. Major Pain, an Orc Potato Beetle, can be waiting once you cross into the lab, and the folder sits in the same room. You can attempt a grab-and-run, but clearing the boss makes reading the document far less hectic.
Note: the tunnels on the way down are also home to Black Soldier Ants, Black Ant Eggs, and Cockroach Nymphs, so expect interruptions on the route even before the lab.

What the Completed To-Do List document says
The folder is a checklist of finished jobs credited to the Master Stranger, and every line is marked off. It splits into resource gathering, a run of improvement tests, and a set of field tasks, with short notes scribbled beside some entries.

Confirming the pickup and fixing a failed run
You know it worked when the document text opens on screen as you interact with it. From that point the Completed To-Do List is stored with your other collected data items, so you can reread it later without returning to the lab.
If you never reach the tray, the cause is almost always one of three things. The lab module door has not been unlocked, you took the left branch at the first intersection instead of the right, or Major Pain drove you out of the room before you reached the right-hand side.
Because the folder and the boss share one room, the cleanest approach is to treat the trip as a boss run first and a collectible run second. Clear the lab, then walk the right wall and pick up the tray item at your own pace.
