Deliver the Signet is a short courier quest on Zephras Isle that sends you from Shen’dar Village south to the city of Valanaar. The hand-in NPC is not on the ground, which is where most players stall — the target sits at the very top of the tall wooden tower at the center of town, reached partly by an outdoor ramp.
Quick answer: Hand the signet to Talaanis Shadowsong on the top floor of the central tower in Valanaar, on the southeastern side of Zephras Isle, south of Loth Village.

Valanaar sits south of Loth Village on Zephras Isle, and the quest marker on the world map points at the city rather than at the exact floor of the building. There is no combat requirement — the whole objective is travel and a single conversation.
In Shen’dar Village, talk to Constable Aonda and choose Accept for Deliver the Signet. Then check the world map to verify that the destination marker is above Valanaar.
Walk out along the village balcony and drop off the high ledge. The slow fall effect carries you down into Windsong Lake, so you can swim ashore into Shen’dar Highlands without taking the long way around.
Follow the dirt path up the hillside past the prowler roaming the slope until you reach the paved main road. From there you can travel south on the road for the rest of the trip.
Continue past the bridge until the discovery message for Valanaar appears, which awards 85 experience. Stay on the cobblestone road running through the village.
Follow the cobblestone road to the wooden bridge that leads straight to the large tree tower at the middle of the city. This multi-tiered wooden structure is the only building you need.
Take the stone path up to the tower entrance and run inside. Two Peacekeeper Elite guards stand at the doorway on the ground floor and will not stop you.
Step out of the second level onto the outdoor wooden ramp that wraps around the outside of the tower, then keep following it upward. This exterior ramp is the link between the middle of the tower and its top room.
Enter the chamber at the top. Valessia Stormfist, the Peacekeeper Captain, stands here alongside Talaanis Shadowsong, and both carry yellow question marks above their heads.
Target the High Elder of Zephras Isle specifically. The two NPCs stand close together in the same small room, so it is easy to open the wrong dialogue.
Three chat lines confirm the hand-in worked. You will see “Deliver the Signet completed.” followed by “Experience gained: 265.” and “Received 1 Silver, 10 Copper.” The quest also disappears from your quest log and the yellow question mark above Talaanis Shadowsong is gone.
If those messages do not appear, the dialogue window was likely closed before the Complete Quest button was pressed. Speak to the High Elder again and finish the conversation.
With the signet delivered, you are already standing at the top of Valanaar’s tower next to the city’s other quest givers, which makes it a convenient place to pick up whatever comes next before heading back down.
