Silent Hill Townfall hides 13 dialable phone numbers across its four parts, and calling every one of them awards the Cold Calling trophy. None of the numbers unlock secret rewards or alternate endings, so the only reason to track them down is the achievement itself.
Quick answer: Dial all 13 numbers listed below during or after the part where each first appears. You can enter a number before finding its note, but it will only connect from its own chapter onward.

You do not have to physically locate every note. The numbers still connect if you type them in early, as long as you are inside or past the part where each belongs.
Part 1: Arrival number locations
900, 010 and 100
You receive all three at once. In the ringing phone booth in Shorefront South’s Town Square, locate the Phone Box Information Poster marked “Your Local Services.” It lists Emergency Services (900), the Operator (010), and Save Yourself (100).
4960244 (The Haldane Hotel)
Call 100 to enter the Otherworld, then follow the linear path to Room 204 at the Haldane Hotel. The Room Service Card sits on the table, and the number is printed along the bottom of the document.
4960496 (Tourist Center)
Open the Shorefront map with Triangle, then press R2 to flip it over. The number is written on the bottom left of the reverse side.
4960842 (Unknown)
After you return from the Unknown Otherworld, go back to the phone booth and enter 496. Dialing that short code hands you this new number.
Part 2: Zoe number locations
Call all three Part 2 numbers while you are playing as Zoe. They will not work once you switch to Simon, so dial them before entering the Medical Center.
01632960595 (St. Amelia District Council)
Part 2 begins in Zoe’s House. Head downstairs into the living room and read the Water Warning Document resting on the table. The number is printed on that document.
4960103 (Zoe Ellis)
As required by the main objective, enter Mister Stewart’s House. Before entering the bathroom, inspect the living room table with the phone and answering machine. Open the case on the table, then read Mr. Stewart’s Index to get the number.
4960556 (Dr. Glenn)
After your encounter with Mr. Stewart, travel to the Medical Center. The Medical Security Note sits at the booth window by the gate, and it carries this number, which you call as part of the main objective.
Part 3: The Patient number location
5353 (Hospital Storage)
After completing the dosage portion of the Patient puzzle, Dr. Glenn relays this number through the intercom. Calling it from the reception desk is required for the essential main objective.
Part 4: Clara Woods number locations
946 (WHO Dial Back Service)
Arrive at the Clara Woods Estate and head down the stairs to trigger a cutscene inside the phone booth. Read the information poster there to pick up the 946 number.
4960112 (Unknown)
Right after that phone booth cutscene, call the 946 number you just learned. The WHO Dial Back Service then gives you this new number.
4960993 (CEG Lockers)
Enter the CEG Lockers and search behind the reception desk, close to the barcode scanner. Collect the Barcode (CEG Lockers) item and examine it; the number is printed in the document’s top-left corner.
How to confirm the Cold Calling trophy
Once every one of the 13 numbers has been dialed at least once, the Cold Calling achievement pops. There are no additional numbers to find, and none of them factor into secrets or ending requirements.
None of these numbers connect while you play as Richard, with one exception: 100 still works to save your game. If the trophy has not unlocked, make sure each Part 2 call was placed while controlling Zoe, since those lines go dead once you move on.
