Lost Soul is one of the earliest rare spawns a player can run into in the Eastern Kingdoms. She is a female banshee of the Scourge, still bound to the Lich King, and she drifts through a small patch of woods in Tirisfal Glades that most low-level characters pass through anyway. She is hostile to both factions and killable by either.
Quick answer: Lost Soul roams a small area near Agamand Mills, just northeast of Stillwater Pond and northwest of Brill in Tirisfal Glades, on a 1–2 hour respawn.

She does not sit still at a fixed point. Lost Soul patrols a compact stretch of grassy woodland beside Agamand Mills, so the search area is small enough to sweep on foot in a minute or two. Expect a floating, translucent banshee model rather than a walking undead, which makes her easy to pick out between the trees.
On the world map, the useful landmark is Stillwater Pond. Her roaming ground sits just northeast of the water and northwest of Brill, so running north out of Brill and then angling toward the pond puts you inside the patrol zone. Turning off quest tracking on the map makes the area easier to read, since the pins in this part of the zone are dense.
Respawn timer and multiple spawns
Lost Soul runs on a 1–2 hour respawn timer, which is long by low-level standards but short compared to many rare spawns. The important detail is that the timer is not a hard lock on a single copy: more than one Lost Soul can be active in the area at the same time, so a fresh one may already be floating nearby right after you kill another.
Her appearance appears to be tied to the Tormented Spirits that haunt the same part of the zone. If those spirits are up, it is worth doing another pass through the woods near the mills before giving up.

Her only ability is Wailing Dead, which cuts all attributes of nearby enemies by 2 percent for 6 seconds. At 137 health in Classic she goes down in a handful of swings, so the debuff rarely matters unless you pull her with other undead already attached. Clearing the regular mobs around her first keeps the fight to a single target.
Wispy Cloak and other Lost Soul drops
The reason to hunt her is the Wispy Cloak, an item level 6 back piece usable from level 6. Patch 1.4.0, released on April 19, 2005, made Lost Souls drop the cloak on every death, and the recorded drop rates in Classic and TBC Classic sit in the mid-90s as a result. Everything else she carries is ordinary low-level vendor fodder.

She is also worth a few copper in raw coin, so a kill typically ends with a small coin loot alongside the cloak. In TBC Classic the recorded Wispy Cloak rate climbs to roughly 97 percent across a much larger sample, which is as close to guaranteed as a drop gets.
The Wispy Cloak drop was pulled from the modern game in patch 4.0.3a. It still exists in Classic Era, so retail players looking for the cloak specifically will not find it here.
How to confirm you found the right mob
Two checks settle it. The nameplate reads Lost Soul and the unit is flagged as a rare rather than a standard spawn, and the model is a floating banshee, not one of the shambling undead that share the woods. If you are in Classic and the corpse yields a Wispy Cloak, that is the confirmation.
One visual difference is worth knowing if you play across versions. Patch 7.0.3, released on July 19, 2016 with Legion, gave Lost Soul a new model, so the banshee you see in the modern game does not match the older Classic appearance even though the spawn area and behavior line up.
