Tormented Spirit is a rare banshee that haunts the farmland of Tirisfal Glades, and she is one of the first rare mobs most players ever tag. She is low level, she moves constantly, and she sits in a corner of the zone that new characters pass through without ever looking up at the hills.

Tormented Spirit location in Tirisfal Glades
Head to Agamand Mills, the ruined farm estate in the northern half of Tirisfal Glades. The rare does not sit still at a single spawn point. She walks a wide circuit that takes her around the windmills and along the northwestern edge of the property, so the fastest way to find her is to stand on high ground near a windmill and watch the treeline rather than run laps yourself.
Her patrol forms a large circle, so missing her on one pass does not mean she is dead. The northern end of Agamand Mills is the most reliable place to intercept her, and the hill beside the windmill there gives you a clear line of sight over most of the route.
Level, health, and respawn timer
The same NPC behaves very differently depending on which version of the game you are in. Classic Era keeps her as a fragile starting-zone rare, while the modern client scales her upward and makes her hostile to both factions.

She is flagged as a Rare in every version, so she carries the silver portrait border rather than an elite dragon. Her respawn sits on a one to two hour timer, which is long enough that camping her is rarely worth it. Her appearance is also thought to be linked to the Lost Souls that wander the same ground, so sweeping the area when those spirits are up is a reasonable habit.
Wailing Dead and the mobs around the windmills
Her only ability is Wailing Dead, which drops all attributes of nearby enemies by 2% for six seconds. On its own that barely registers. The real danger is the ground she patrols, because Agamand Mills is packed with aggressive undead that will happily join the fight while you are locked on the rare.
Cracked Skull Soldiers roam the same hillside and will add onto you mid-fight. Pull her toward open grass away from the buildings before you commit.
Tormented Spirit loot: Ghostly Bracers and other drops
The reason anyone hunts her is Ghostly Bracers, a cloth wrist piece usable from level 3. Patch 1.4.0 changed the rare so that the bracers drop on every kill, and the Classic loot tables still reflect that with an overwhelming drop share.

Modern WoW gives her a far wider pool. Alongside the bracers you can pull low-level cloaks such as the Imbued Pioneer Cloak and Imbued Infantry Cloak, small pouches and bags, Imbued armor pieces across cloth, leather and mail, and vendor filler like Burnt Leather Boots or Worn Leather Boots. None of it is worth chasing on its own, but the cloaks and bags clear at a decent rate.
Confirming you found the right Tormented Spirit
Check three things before you commit. The target should be a female banshee with a silver rare border, she should be inside or on the edge of Agamand Mills, and the zone text should read Tirisfal Glades. The kill is confirmed when Ghostly Bracers land in your bags, since that piece exists to mark this specific rare.
A separate group of mobs called Tormented Spirits appears at the Grand Overlook inside Throne of Thunder. Those are level 36 elite mogu ghosts and have nothing to do with the Tirisfal rare.
Her look has changed once since launch. Patch 7.0.3 in Legion swapped her onto a newer banshee model, so screenshots from older expansions will not match what you see now. The patrol route, the zone, and the bracers have stayed the same the whole time, which is why she remains one of the easiest rares in the Eastern Kingdoms to find on purpose.
