Set in Blitzwood, An Answer from the Heavens is the opening Journey quest in the two-part Legend of the Thunderlands chapter. During the day, a group of Bolties gathers beneath the Blitz Tree and seems to be placing phone calls. Completing the quest awards the Golden Answer, required later for A Fragrant Journey: Blitzwood.
Quick answer: Set the in-game time to day, Twine with a Bolty under the Blitz Tree to eavesdrop, talk to the Frizzy Young Bolty in the cave below, make a call at the tree to get the Golden Answer, then return and reply to finish.

How to unlock An Answer from the Heavens
The quest is picked up in Blitzwood and unlocks from the clue Clue: A Bolty on the Phone? The Bolties only appear beneath the Blitz Tree while it is daytime, so if you arrive at night you will find nothing to interact with.
Region: Blitzwood, in the Breezy Plains.
Requires the clue Clue: A Bolty on the Phone?
Time of day must be set to day for the Bolties to gather.
You need a Bolty (or an Aniimo from the Bolty evolution line) to Twine with.
If it is nighttime when you get there, open the system menu and advance the clock forward to noon before approaching the tree.
Fast travel to the Transporter or Bloom in Blitzwood, near the Breezy Plains coordinates -0765, 0414. Head south until the Blitz Tree comes into view, where the Bolties gather during the day.
Walk up to the group of Bolties standing under the Blitz Tree. This is where the phone-call behavior plays out, so make sure it is daytime and they are present before continuing.
Twine with a Bolty before speaking to the group, then listen in on the conversation. You will overhear the Calling Bolty talking with Sariou, which starts the quest properly.
At the cave’s lowest point, locate the Frizzy Young Bolty and speak with it. Continue through the exchange involving the Frizzy Old Bolty to discover the intended recipient of the call.
Scale the cliff walls and tree roots to reach the surface beneath the Blitz Tree. The objective sends you back to the spot where the Bolties had assembled.
After twining with a Bolty again, reach the Blitz Tree shown on the map. Select the Make a call prompt, then choose the dialogue options for the roleplay call. Lightning answers by hitting the tree in the cutscene, after which the Golden Answer branch falls beside its root; pick it up.
Head back down into the cave and reply to the Frizzy Young Bolty. Once the dialogue wraps up, the quest completes, and the rewards are granted.
An Answer from the Heavens rewards
Completing the quest delivers a mix of currency, upgrade materials, and one piece of gear. The Capacitous Battery is the standout item, alongside a healthy amount of Credit and Safaris.

Why the Golden Answer matters
Beyond the item rewards, the quest gives you the Golden Answer, an epic material picked up when lightning strikes the Blitz Tree. Hold onto it, because it is required to complete A Fragrant Journey: Blitzwood, the next quest in the Legend of the Thunderlands chapter. You will know An Answer from the Heavens is done when the final conversation with the Frizzy Young Bolty ends and the quest clears from your tracker.
