The basic scroll is bound, but this version is tradable and can be listed on the Market Exchange. You won’t find it in merchant stock; it is made with Alchemy, using a basic Courage Scroll (Bound) as one ingredient.
The recipe calls for Alchemy mastery 70 and has a 72.9% base success rate. Materials required per craft:
