Quick answer: At the Mandate Encampment, find the Mandate Valley Gate Key on the timber roof over the archers’ floor. At the roof’s far end, look for an orange flame next to sandbags, then press E to collect the key.

Once you pick it up, the key’s card opens and lists it as a Story Item. Its description reads: “The Mandate fortified the valley and built a route to their encampment.” When that card appears, the key is in your inventory.

What the key is for
At the end of the elevated deck in the Mandate Encampment, use the Mandate Valley Gate Key to unlock the red double doors in the brick wall.
Starting at the Battlefield Ruins bell, take the route to the high deck that bypasses the archers’ walkway: wall-run up both rock faces marked with X scratches, cross the plateau, then drop from its edge to the lower plank floor. The landing is a hard one, but it puts you clear of the archers.
At the far end of the low floor, use the Space prompt to scale the plank wall. If the cage winch displays a prompt, press E to bring the lift down; with the lift raised, the shaft is open. Take the lift up to the high deck.
Continue along the high deck until you reach the red gate, then press E while holding the key. Soul forces open both doors, revealing a tunnel through the rock.
Beyond the Mandate Valley Gate in the Mandate Encampment, the Mass Grave bell stands on a rocky shelf as a wooden cross bearing a blue flame.
Pass through the tunnel in the rock beyond the red gate to reach an illuminated trail. Follow its gradual climb to the bell; the route has neither drops nor enemies.
As its name says, the Mandate Valley Gate Key belongs to the Mandate valley gate. It is one of several keys in Phantom Blade Zero, and it sits alongside the other Mandate Encampment collectibles in the same region.
