The book belongs to a man named Janek. His hut sits south of the New Camp. The Bestiary is tucked out of plain view, so you cannot simply grab it in front of him without trouble.

Why the quest will not start or finish
The only hard blocker is the book itself. If you sold the Bestiary or otherwise lost it, you cannot accept or hand in the quest, so keep it until Cavalorn takes it from you.
