Twinned Metal is a Weapon Upgrade Material in Phantom Blade Zero. You need it to push Dual-Wielded weapons up to Lv. 10, and there are two ways to get it.
Quick answer: Get Twinned Metal by opening the wooden chest on the plateau overlooking the Rustblade Pavilion Bell in Weeping Creek Valley, or purchase it from Quick Hand Zhang for 1,040 Remnant Dust.

What Twinned Metal does
The item card lists it under “Weapon Upgrade Materials” and describes it this way:
“A pair of metal ingots identical in shape and weight. Yet to a craftsman, each seems to possess its own unique qualities.”
“Required to upgrade Dual-Wielded weapons to Lv. 10.”
That covers any Dual-Wielded weapon, including the Sanguine Twin dual blades, whose Shadow Execution Lv. 1 skill is tied to weapon level 10. The rest of the arsenal is in the full weapons list.
