The Ever-Normal Granary is a Lost Chapter quest set in the Granary of Plenty, southeast of Kaifeng City in Where Winds Meet. It sends you into a dispute over a grain shortage, then drops you into an underground granary overgrown with fungus before ending in a boss fight against Zheng E.
Quick answer: Begin the quest by talking to the NPCs near the granary guard, collect the Ever-Normal Token from the Master of Granary at Autumn Dusk Dwelling, then descend underground and use Fire Arrows to clear the Dawn-to-Dusk Blossom Buds. Defeat Zheng E at the end to finish and earn the Mending Loom Inner Way.
What you need before starting
This quest leans heavily on bow play. Most of the underground section is gated behind buds that only burn with fire, so equip a Bow and carry Fire Arrows before you go in. Strong dodging and parrying matter for the final fight, since Zheng E uses heavy projectile attacks across two health bars.

Go to Autumn Dusk Dwelling and speak with the Master of Granary. He hands you the Ever-Normal Token and grants permission to release food for the crisis.
Clear the enemies in the tunnel and move deeper to a sealed gate. Activate the mechanism to open it and continue until you reach a blue, fungus-filled area, then squeeze through the gap to the other side.
Burn the buds across the chasm and leap from platform to platform until you reach the far side. Several chests sit on these platforms, so grab them along the way.

Head to the gate guarded by fungus-infected enemies. Clear them, activate the mechanism to open the gate, and ride the elevator down to look for Lord Shen.

Defeat the enemies near the waterwheel, activate its mechanism, and quickly burn all three buds. These regrow fast, so burn them in rapid succession to open the gate.
Pass through to find an NPC hanging in the vines. Free him by burning all seven buds in order, starting with the two nearest the chest, then the two on the right, and finally the three connected to the tree. Speak with him afterward.
Follow Shen Yilun and squeeze through the secret passage. This pulls you into another realm, where you follow the marker to watch a cutscene before returning to the real world.
Follow Shen once more to trigger the final confrontation, then defeat Zheng E. The boss has two health bars and strong ranged attacks, so dodge and parry his projectiles before closing in.

Zheng E is the campaign boss this quest unlocks. The threat comes mostly from his projectile patterns, which can chip you down if you stay still. Keep moving, parry when he closes distance, and dodge through his ranged volleys to whittle down both health bars. Once he falls, talk to him to view the quest’s conclusion.
How to know the quest is complete
After the final fight, speaking with Zheng E teleports you to Autumn Dusk Dwelling, and the Ever-Normal Granary Lost Chapter registers as complete. You also receive the rewards below. A short post-quest becomes available if you talk to Zheng E again, but it is separate from the main campaign quest.
