Beyond the new fighters, the DLC layers dozens of alternate costumes onto the existing roster. Most are purely cosmetic, but a specific set of outfits actually rewires a character’s Ultimate Blast or unlocks a transformation. These are the ones that change how a fighter plays.

Note: There are more than 40 characters and forms with new outfits in total, but the rest are cosmetic only. Expect skins like Goku’s Cell saga jacket, Broly-movie looks for Videl and Kid Trunks, and battle-damaged variants for several fighters.
How to get the new characters
All 33 fighters are locked behind the paid Super Limit-Breaking NEO DLC. A free update went out alongside it, but that patch only handles new mechanics and stage variants, not the roster. You need the DLC itself to select any of these characters.
What comes with the fighters
The DLC bundles more than just the roster. It adds four new stages, four Episode Battles, and a solo mode called Limit Breaker Journey where you pick a character, grind out battles, and pour points into six core stats to build them your way. Fighters you train there carry over into offline and select online matches.
The four new arenas are Kami’s Lookout, Kame House, the Bitter Tundra, and the Stratosphere (Earth and Planet Vegeta variants), all with heavier destructibility. Separately, the free update everyone gets introduces two combat mechanics and three variations of existing stages.
