It grows with the weapon’s Resilience stat, which makes your enchant choice the single biggest factor in how forgiving the Frost Biter feels.

Why Stable is the best enchant for the Frost Biter

The Frost Biter’s freeze mechanic scales directly with Resilience. Higher Resilience means the pull button stays frozen for a longer stretch, so the enchant that pushes Resilience the most is the one that pays off here.

How to apply the enchant to the Frost Biter

Harpoon guns are enchanted the same way as rods, using a Relic at the Keepers Altar beneath the Statue of Sovereignty. The altar is only active at night, and the roll is random from the Relic’s pool, so you may need several attempts before Stable lands.

Secure a Relic and travel to the Statue of Sovereignty. Talk to Cole and pay 400 C$ for a single Token, or 100,000 C$ for unlimited access, then take the elevator down to the Keepers Altar.

Equip the Frost Biter and hold it out. To enchant a harpoon gun, you must be holding the harpoon itself when you interact with the altar, not a fishing rod.
