The Kindness quest “A Peculiar Message” hands you a deliberately vague task in Fire Emblem: Fortune’s Weave. You need to track down two women holding brooms somewhere around the Arena in Dagsion and pass along the phrase “the goal has been achieved.” With crowds of NPCs wandering the plaza, the hard part is simply spotting them.
Quick answer: Both women are on the Arena level of Dagsion — one is tucked into the covered archway around the fountain opposite the Arena entrance, and the other stands near the vendors just southwest of the quest bulletin board. Speak to both, then return to the quest giver.
Where “A Peculiar Message” starts and what it asks
This is a Kindness quest exclusive to Cai’s Part I story, and it becomes available around Chapter 5. You accept it from a quest giver near the Arena plaza, who explains that two more women with brooms are hidden nearby and asks you to relay a specific message to them.
The one useful clue you get is a process of elimination. The women are not in hightown or lowtown, which keeps the search confined to the same level as the Arena. You do not need to explore the rest of Dagsion to complete this.

Neither woman is standing out in the open, so use the landmarks below rather than trying to check every NPC. Both are close to the fountain and the surrounding walkways in front of the Arena.

Head to the fountain directly opposite the entrance to the Arena. This woman is hiding in the roofed archway that curves around the fountain, in the semicircle area to the south. Walk behind the pillars there and you will find her against the wall.

The second woman stands a short distance east of the fountain, among the vendor stalls southwest of the quest bulletin board. She is beside the stairs descending toward the lower town and docks, located between those stairs and the Dagsion exit.
Claim the reward from the quest giver
After you have spoken to both women, walk back to the main alley and report to the quest giver who started “A Peculiar Message.” The quest clears once you talk to her, and you receive 2,000 Gold and 180 Renown. If the quest log still shows an objective, you have only found one of the two women and need to visit the second spot.
The Renown payout is the more valuable half of this reward. Renown unlocks new features in Dagsion and raises the recruitment thresholds you can meet, so clearing quick errands like this one directly expands the units you can add to your squad. With both women found and the message delivered, the quest is fully complete and the reward is banked. It is one of the fastest Kindness quests on Cai’s route, and the Renown alone makes the brief detour worthwhile.
