The Astin Mercenaries Seeker is a level 25 Normal creature found in the open world on the Elyos side, and it does not attack on sight. All 16 of its marked spots in Verteron sit in Southern Tolbas Forest, so that is the one area to head for when you need them. Because they leave you alone until you strike first, you can pull them one at a time at your own pace.
