Unlock the Imperial Palace zone before collecting Anecdotes
Wenming Hall sits inside the Imperial Palace area, which is gated behind a level and story requirement. You must reach character level 32 and finish the Kaifeng Main Chapter I quest "New Arrival in Kaifeng – The Welcoming Crowd." Completing it unlocks the Kaifeng Lost Chapter "Throne and Tempest," which then grants access to the palace grounds.
Once you can walk the palace freely, the Wenming Hall boundary stone marks the section that contains these four entries. The same neighborhood also hosts the Grand Nuo Ritual content, with a guard rehearsal courtyard found northeast of the Wenming Hall boundary stone, so the hall is easy to pin down on the map.
