The in-game entry for the creature spells the trigger out plainly: “Appears after catching 15 Forest Form Sparkis in this area in a row.” The Sparki entry lists its own condition as simply “Nighttime,” with habitats in The Mistwoods and Berylline Vale.
The streak is strict. If you catch any Aniimo that is not a Forest Sparki while working through the 15, the counter drops back to zero and you start again.

The Mistwoods sits in the Breezy Plains region and is marked on the world map with a Lv. 41–43 range. Forest Sparkis also appear in Berylline Vale and Driftwise Meadow at night, but the streak has to be completed in The Mistwoods itself, because that is the area tied to the Forest Flamerion spawn. Fast travel in after dark and the small floating heads will already be drifting between the trees.

Telling Sparki and Flamerion apart
Both share the same green-and-yellow fog palette, which makes them easy to confuse at a glance in the dark. Forest Sparkis read as small floating heads with no horns. Flamerion is noticeably bigger and carries two glowing horns above its body, so size alone is usually enough to call it from a distance.

Once a Flamerion is on the field, it stands out against the surrounding Sparkis even across a clearing. The larger silhouette and the pair of lit horns are the two things to look for.

How to trigger the Forest Flamerion spawn

The same 15-in-a-row rule drives the basic Flamerion, except the streak is run on standard Sparkis in Beast Fang Ridge at night. If you want both, you are running the trick twice in two different areas.
How to confirm the spawn worked
Success is visible in the field rather than in a menu. After the 15th Sparki goes into a pod, one or more Flamerions appear among the Sparkis in The Mistwoods, identifiable by the larger body and horns. They also stick around: the spawned Flamerions remain in the area even after a full real-time day has passed, so a failed catch attempt does not mean starting the streak over.

Evolving a Forest Sparki instead
Catching a wild one is not the only route. A Forest Sparki you already own can evolve into Forest Flamerion once it hits Lv. 21, provided the evolution is performed in The Mistwoods at night. The cost is a Night Stone and three Blaze Stones.

Since you will be catching 15 Sparkis anyway, the streak often hands you an evolution candidate as a by-product. Which path you take mostly depends on whether you would rather grind levels or roll the dice on a wild capture.
