What you need before you can buy the Order of Gold

The whole path runs through your Great Inagua hideout. If you are early in the campaign, you cannot buy the sword yet because the hideout and its shops are still locked. Two things gate the purchase.

Pay the 500 Reales to restore the store. This brings the shop online but does not yet stock the Legendary sword.

Keep upgrading the store until it reaches Max Level. Restoring and fully upgrading it costs 8,000 Reales in total, and only at the top tier does the Order of Gold become available to purchase.

Go inside and speak to the vendor to open the buying menu. Scroll down to the Swords section, where the Order of Gold is listed first, and buy it for 29,000 Reales.
