City Tycoon Level 18 is the milestone that hands you Chiz in Neverness to Everness. Reaching it takes two things at once. You need a large running total of Fons, and you need to clear a specific exploration task tied to Unheard Shores. Once both are met, the level still does not advance on its own.

The Fons figure for each Tycoon level is a lifetime total, not a current balance. The number tracks every Fons you have ever earned, so spending money on vehicles, apartments, or café upgrades never sets you back. Once your earned total crosses the threshold, that condition stays satisfied permanently.

Each level also pairs the Fons total with one or more tasks. Most of these are manual. You have to go complete the listed objective yourself rather than wait for it to tick over. The level only becomes available once both the Fons total and the task are cleared.

Note the Level 16 change. Your City Stamina cap rises to 500, but each stamina point now costs twice as much to spend. That shifts the math on how you farm Fons in the levels right before Chiz.

How to earn Fons toward the 5,332,600 total

Reaching the Level 18 threshold is mostly an income problem. Spreading your earning across several systems is faster than grinding one activity, since each gives separate rewards and milestones.

Rush to Tycoon Level 4 and open The Cafe by Origen. This is your steady passive Fons income. Place two employees, level their management skill at least once, unlock recipes, and swap in the highest-priced dishes before restocking.

Restock the café on the 24-hour cycle rather than 72 hours. The shorter cycle lets you unlock new recipes and switch to higher-value items every day, which keeps sales climbing. Open new shops as they unlock to add more selling slots.

Spend City Stamina across multiple Hethereau Hobbies instead of dumping it into one. Stamina-based hobbies return a flat 1,000 Fons per stamina point, but some also drop extras. Sea Angler yields a special coin for Beetle Coins, and Racing side tasks grant stars that pay out one-time Fons rewards.

Run the Pink Paws Heist once it unlocks at Level 10. It pays solid Fons at no stamina cost, so it is free progress toward your lifetime total.

Crack the open-world safes for a fast lump sum. Six locations across the map hold roughly 500,000 Fons combined, including 200,000 on the second floor of the bank and 100,000 on the New Herland District tower at Crystal Mountain Avenue.

Clear the weekly Fons activities. Realm of Greed runs from your first apartment after you activate the Blind Mammon anomaly, and Special City Delivery runs from the Old Mail Box in your second apartment once your first City Delivery is done.

Clearing the Unheard Shores footprint task

The Level 18 task asks for 100 footprint points in Unheard Shores specifically. Footprint points come from exploring that district, so head there and work through its content until the counter hits 100. Points earned in other districts, such as the Bridge Crossings total used for Level 16, do not transfer.

How to confirm Level 18 unlocked

City Tycoon never levels up automatically, even when both conditions are green. Open City Tycoon from the main menu, choose Level Up, and confirm that the Fons total and the Unheard Shores task both show as complete. Press the Level Up button to finalize it.

You will know it worked when the level ticks to 18, the Hunter Exchange shows new commodities, and Chiz is added to your roster. From there, she can be used in combat, and her weapon, the Contemplative Cat Arc, follows at Level 21.

You have not pressed the Level Up button. Meeting the requirements only makes the level available, not active.
