Detecting an Omega is only half the job. If your shovel is below a certain power threshold, the digging minigame will not let you pull the item out at all. During the minigame, watch the shovel indicator. If it moves forward when you click quickly, you can still land the item even if it is normally above your range, so push through heavy digs.
The Cobalt Shovel handles legendary-tier items, and the Diamond Shovel pulls the highest rarities available on the mid-game islands. Prioritize the shovel that is currently bottlenecking you rather than buying every tier in between.

Move to higher-Luck islands
