Requirements to send a villager collecting
Two conditions have to be met before the collect option appears. First, your relationship with that villager needs to be at level seven or better. Second, the item you want must fall under the role you have given them. Assign a companion to mining and they can only pull mining materials, even if they are perfectly capable of fishing in another situation.

If the collect option is missing
The most common reason the option does not appear is friendship level. If you have not reached level seven with that villager, the request cannot be made, so raise your relationship first. The other reason is a role mismatch. The item you want must belong to the villager’s current assigned role, so switch their role or pick a different companion whose specialty matches the resource you need.
