Evanescia is a 5-star Physical character on the Path of Elation who deals AoE damage by spamming her Ultimate and chaining Elation Skills through the Certified Banger resource. Her signature Light Cone, Until the Flowers Bloom Again, and her first Eidolon, Homeland, Dance in Prayer, both target the same gameplay loop but in different ways. Choosing between them depends on whether you want raw stat scaling or extra action density.
Quick answer: If you only have budget for one, pull her signature Light Cone (S1) for the CRIT DMG, Energy Regen, and Elation Skill damage amplification. Pull E1 only if you already own the signature or have plenty of jades for both, since E1 mainly improves consistency rather than raw multipliers.

What Evanescia's E1 does
Homeland, Dance in Prayer adds three effects. It increases All-Type PEN by 20%, triggers one additional Elation Skill after Fox Teacher attacks, and grants 10 extra Certified Banger stacks each time the Elation Skill is used.
The penetration bonus is the standout numerical gain because it applies to every hit she lands. The extra Elation Skill and bonus Banger stacks loop directly into her Talent, which converts Energy into Certified Banger and back. This produces faster Fox Teacher procs and more Elation DMG instances per rotation.
E1's value is less about a single big multiplier and more about smoothing the rotation. In longer fights or content with multiple waves, the additional Elation Skill keeps her resource pool topped up without needing extra skill points or teammate actions.

Why S1 wins for most players
The signature Light Cone gives Evanescia three things she actively needs. The 60% CRIT DMG slots directly into her Elation damage formula, which scales off 25% of her CRIT DMG. The Energy Regen Rate accelerates her Ultimate cycle and her Fox Teacher procs. The 15% Vulnerability provides a damage amplifier no other Light Cone in her roster combines with such high CRIT DMG.
The 4-star alternatives like Today's Good Luck or Tomorrow, Together cover part of the gap but lose the Energy Regen scaling and the Vulnerability effect. Replacing her signature with a 4-star results in a noticeable drop in Ultimate uptime and per-hit damage.
E1 is strong, but its 20% PEN and extra Elation Skill mostly improve a rotation that already functions on E0. Without the signature, Evanescia often runs into CRIT DMG and Energy ceilings that no Eidolon fixes.
When E1 is the better single pick
E1 becomes the priority in two specific situations. The first is if you already own Until the Flowers Bloom Again or a strong substitute such as Today's Good Luck at S5 with well-tuned relics. The second is if you plan to push limit clears in Memory of Chaos, Pure Fiction, or Apocalyptic Shadow, where the extra Elation Skill per cycle reduces downtime against high-HP enemies.
E1 also helps if your relic CRIT stats are below the recommended 60% CRIT Rate and 245% CRIT DMG benchmarks, since the All-Type PEN bypasses some of the scaling lost to weaker substats.

Pull priority summary
For a player with limited Stellar Jades, the order is straightforward. Aim for E0S1 first, since the signature delivers the highest single-pull damage gain. If jades remain after securing the Light Cone, consider E1 for rotation smoothness. E2 is a much larger damage spike than E1 thanks to its 25% Elation increase and stackable Vulnerability, so saving for E2S1 generally beats stopping at E1S0.
