How to know it worked
The moment the Dune-Stalker Eel is landed, the game confirms the awakening with clear on-screen feedback. You will see a full-screen alert reading THE TERROSUNDER HAS AWOKEN!?!?!, and the catch log records the eel that set it off, for example, an Electric Dune-Stalker Eel at 46.5kg.
Visually, the scorpion turns bright red, glows, and rises up out of the sand. Once it is standing and lit up, Terrosunder is fully awake.

Why the trigger sometimes goes to someone else
Only one person can land the fish that awakens the scorpion. In a busy server, several players will crowd behind the same scorpion, and whoever hooks the Dune-Stalker Eel first sets off the event for everyone. If another angler beats you to it, the awakening still fires, but the triggering catch is credited to them rather than to you.
Note: To improve your odds of being the one to land it, fish a scorpion with fewer players around it, or move to a quieter server before the dust storm arrives. The condition to wake Terrosunder never changes — it always comes down to that single Dune-Stalker Eel pulled from behind the giant scorpion during a Drylands dust storm.
