The Deep sits at the far end of the ocean in Fisch, well past the point where normal sailing stops mattering. It hides some of the strangest fish in the game, but the entrance is easy to miss because it requires a specific route, the right diving equipment, and a single item handed over by an NPC. Get the sequence right and the descent is straightforward.
Quick answer: Equip a Flipper, Oxygen Tank, Tidebreaker, and Diving Gear, then sail north from Castaway Cliffs at (690, 135, -1693) until a black fadeaway screen crosses you to the far ocean. Travel to (228, 130, -11945), talk to Cadet Shimmerfin to receive the Deep Survive Device, then drop off the back of the ship near the anchor while holding the Tidebreaker.
Gear you must equip before the trip
Cadet Shimmerfin will not hand over the Deep Survive Device unless you are wearing every required item at once. Without that device, there is no way to proceed down the hole, so sort your loadout before you leave.

Get the Deep Survive Device from Cadet Shimmerfin
If Shimmerfin refuses to give you the device, the only reason is missing gear. Re-check that all four items are equipped, not just carried, and speak to him again.

How to know you made it
You have reached The Deep once the white-domed town appears at the bottom of your drop. Head into its center to top off your oxygen before your air runs low, then treat that hub as your base for the area. If you never see the town, the usual causes are dropping without the Tidebreaker in hand or never receiving the Deep Survive Device because a piece of gear was unequipped when you spoke to Shimmerfin.
