The Blind Oracle sits at the back of the main area in The Deep. Head straight through from the central hub toward the rear of the map to reach him. Using the Flygler glider cuts down the travel time. Interact with him to open the first quest, “The Deep: Unseen Guidance.”

Once the streak reaches 15, return to The Blind Oracle and speak to him again. This unlocks the second quest, “The Deep: Eyeless Truth.”

How to confirm you unlocked it
After you hand in the Monstrous Cusk catch and all 25 materials, the Sightless Oracle drops straight into your inventory. Open the Equipment menu, use the dropdown at the top-left to switch to Harpoon Guns, and the Sightless Oracle should appear in your collection. Equip it and test a shot near a fish to see the automatic lock-on trigger, which confirms the harpoon is active and working.
If the turn-in does not complete, the most common causes are a broken perfect-catch streak during Part 1 or missing even one unit of a required material in Part 2. Both stages check for exact conditions, so recount your materials and confirm the Monstrous Cusk registered as a perfect catch before returning to The Blind Oracle.
