The Foothills is the second major biome in Windrose, sitting between the starter Coastal Jungle and the late-game Cursed Swamps. It is not a single fixed point on the map. The Foothills is a cluster of islands scattered across Blackbeard Waters, and where those islands appear depends on your specific procedurally generated world.
Quick answer: Foothills islands spawn in random positions in your world. To unlock them, progress the main quest "Revenge is Best Served Cold" and defeat Thomas Richards, then follow the next main quest marker (or a Sacrificial Lamb side quest marker) to a Foothills island.

How to find the Foothills on your map
Because Windrose generates each world differently, there is no universal compass direction that works for every player. One save may place the Foothills northwest of the starter islands, another may place them on the eastern edge of the map, roughly fifteen minutes of sailing away. Open the Adventure tab and scan for islands sitting inside Blackbeard Waters zones marked with higher encounter levels, typically 6–10, which border the early Coastal Jungle areas.
The reliable way to locate them is through quest markers. Once you progress the story far enough, the game places a waypoint directly on a Foothills island for you. Sailing blindly in one direction can work, but wastes time given the map randomization.

Unlocking Foothills exploration
You cannot meaningfully use the Foothills until you defeat the first story boss. Sailing to a Foothills island early is technically possible, but iron recipes, Foothills Iron Ingots, and crafting unlocks for level 6+ items stay locked until the boss falls.
Step 1: Pick up the main quest "Revenge is Best Served Cold" from Doctor Galen at your main camp. The recommended character level is 4.

Step 2: Collect the four black marks by looting the chests the quest points you toward. The target islands are randomized, so follow the markers as they update.
Step 3: Sail to Richards' camp and defeat Thomas Richards. On his death, you receive a Discovery notification confirming "Unlocks Foothills exploration" and "Unlocks crafting of level 6+ items."

Step 4: Return to your main camp and speak with Doctor Galen. He hands you the next main quest, "Needle in a Haystack," which marks a Foothills island directly on your map. The recommended level for this quest is 8.
You will know the unlock worked when the Discovery pop-up fires and the new quest appears in your Journal under Main quests.
Reaching a Foothills island without finishing the boss
There is one shortcut. The Sacrificial Lamb side quest, picked up from a beach hut containing a skeleton tied to a ship's wheel, places markers that can lead to a Foothills island. Sailing to one of those markers will physically land you in the Foothills before you defeat Richards.
This gets you into the zone, but it does not unlock iron tier crafting. You will be unable to smelt Foothills Iron Ore into ingots, build the Anvil, or craft the gear and ship parts the biome is built around. For the Brigantine ship and most level 6+ recipes, the boss kill is mandatory.

What the Foothills contain
The biome holds 28 unique points of interest spread across seven distinct island templates. Layouts within each template are fixed, but which templates spawn and where varies per world. Expect tougher pirate factions, including Sergeants, Grenadiers, and Musketeers, plus wolves, goats, Drowned, and Undead inside ruins.

The Foothills exists as a tier gate. Almost every progression material you need for the Brigantine ship, iron gear, and farming infrastructure comes from this zone.

Why your Foothills location differs from someone else's
Windrose places biomes inside fixed water zones (Blackbeard Waters, Brethren of the Coast Waters, and so on), but the specific islands populating those zones rotate per save. That is why one player's Foothills sits a short sail northwest while another's is on the opposite edge of the map. The water zone tooltips and encounter level ranges (3–5 for early Blackbeard Waters, 6–10 for Foothills-tier waters) are the consistent markers, not absolute coordinates.
The fastest path forward is always the quest waypoint. Once Richards is down and Doctor Galen hands over the Foothills objective, sail straight to that marker, anchor, and start clearing. The biome rewards methodical exploration: every unique location grants XP, and clearing all 28 will push you well into the level range needed for the Cursed Swamps.
