Phase 2 runs for 21 days, which is the number that drives most of the math here. A single wish costs 160 Primogems, so the free-to-play baseline lands just over the 20-pull mark and the Welkin total lands just over 32. The 300 from livestream codes arrives as three separate 100-Primogem codes handed out during the version 7.1 special program. HoYoverse has not confirmed a date or time for that broadcast yet. Codes expire quickly once they go live, usually within a day, so redeem them the same day either through the in-game Settings menu or the official gift redemption page.
Primogem sources not counted in the baseline
The totals above deliberately leave out anything that isn’t a fresh, phase-specific payout. Permanent content is the big one. Unexplored Snezhnaya regions, unclaimed chests, World Quests, Statue of the Seven levels, and outstanding achievements are all still sitting there, but they’re one-time rewards that exist whether or not Phase 2 is running. A new Imaginarium Theater cycle also opened on September 1 as part of the monthly rotation, and a full clear pays up to 1,000 Primogems. Event dates that affect your Phase 2 income
Two of the three windows below close before Phase 2 ends, so the order you clear them in matters more than usual. The Great Expeditionist Challenge is the tightest deadline of the group.

Overflowing Abundance doesn’t pay Primogems, but it’s worth flagging anyway: if you land a new 5-star, that double-drop week is the cheapest time to farm talent books and weapon ascension materials for them.
Flins and Ineffa banner window and end date
Both reruns went live on September 1 at 18:00 server time and close on September 22 at 14:59 server time. Flins is featured on The Lone Light Knocks at Night, Ineffa on Astral Actuation, and both are 5-star Electro Polearm users built around Lunar-Charged reactions. Flins works as an on-field damage dealer; Ineffa applies Electro off-field and brings a shield.

The two character banners share the same 4-star pool, so the only real decision is which 5-star you want. They also share pity and guarantee status — wishes spent on Flins count toward the same character-event pity used on Ineffa’s banner, which means you can switch targets midway without losing progress.
What 20 to 32 wishes gets you
Hard pity on the character banner sits at 90 wishes, and losing a 50/50 means the next 5-star is guaranteed to be featured. Phase 2 income alone doesn’t come close to covering that from a standing start, so your existing pity and guarantee status decide almost everything here.
If you’re at low pity, on a 50/50, and don’t specifically want Flins or Ineffa, spending anyway to “build pity” is the one move worth avoiding. Wishes spent on a character you don’t want can trigger a 5-star you also don’t want, which resets your counter and can hand you a lost 50/50 you then have to dig out of. Pity carries over indefinitely, so holding your Primogems keeps that progress intact for whatever comes next.

A more practical approach for anyone undecided is to bank everything first. Clear the events, run the Abyss, grab the livestream codes, then look at your total near the end of the window and decide with a real number in front of you rather than an estimate. The banner deadline is fixed, and the wish history screen shows exactly where your pity sits before you commit.
Version 7.1 follows shortly after these banners end, and Genshin Impact’s anniversary falls in late September, both of which are worth factoring in if you’re weighing constellations for a character you already own. Nothing about the 7.1 lineup or its reward schedule is officially confirmed yet, so the safest read on Phase 2 is the one the numbers support: roughly 20 wishes free, roughly 32 with Welkin, and a September 22 cutoff for both reruns.
