Once you finish Act IV of the Snezhnaya Archon Quest in Genshin Impact 7.1, the Tsaritsa becomes a recurring presence in and around the Zapolyarny Palace. She shows up in five fixed spots, and across those spots you can see up to eight separate scenes with her. The catch is that each appearance is random, so you can land on the same one twice in a row.
Quick answer: Complete the fourth Act of the Archon Quest, then check five locations (two inside the palace, three outside) to trigger the eight random interactions; teleport away and return to reroll which scene plays.
Requirement to see the Tsaritsa
The Tsaritsa only appears after you clear the fourth Act of the Snezhnaya Archon Quest. Until that point, none of the five spots below will have her. Once the Act is done, the appearances become available and rotate on their own each time you re-enter the area.

Location 1: Left room inside the palace
Teleport to Zapolyarny Palace, then enter the room on your left. The Tsaritsa is seated at the long table’s head, and you may encounter one of two scenes there. In one, she is attending a formal conference with her ministers, so you cannot speak with her. In the other, she is alone and tells you to wait in the sitting room while she examines reports.
Location 2: Right room inside the palace
Go into the room on the right side of the palace entrance to find her studying an ice flower on a central pedestal. This spot also carries two scenes. She muses on whether people prefer flowers that bloom in frost or after it melts, and in the other she notes that real plants cannot grow inside the palace after Paimon praises the sculpture.
Location 3: Terrace left of the entrance
Leave through the palace’s main entrance and turn left onto the terrace. The Tsaritsa is either taking a stroll or standing still, looking toward Celestia. Approaching her can trigger lines about the beginning that “is not over yet” or her searching the starry sky for the Traveler’s home star.
Location 4: Down the southern stairs
From the terrace, take the stairs heading south. You will find her walking again along the lower walkway. As you get close, Paimon comments on the sudden cold, and the Cryo Archon advises you to keep your distance, pointing out the nearest heat source.
Location 5: Facing the snow mountain
Follow the direction the Tsaritsa moves toward from the fourth spot. She ends up facing the snow mountain, which is the last of the five appearances.
How to reroll the interactions
Because every appearance is random, walking up to the same spot can replay a scene you have already viewed. To force a new one, teleport to a different location, then return to the Zapolyarny Palace and check the spots again. Changing the in-game time also refreshes the rotation.
There are more scenes than spots, so a full run through all five locations may not show all eight in one pass. Keep teleporting away and back until each one has played.
You will know you have covered everything once repeated visits only recycle scenes you have already watched at each spot, with no new dialogue appearing after several resets.
