A crowd of Snezhnayan citizens gathers on the plaza outside Zapolyarny Palace to demand answers about the Seals of Life being collected from human life force. What begins as an interrogation of a Veche councilor turns into a policy announcement when Regrator walks down the palace steps and takes over the conversation.

Where the Seals of Life cutscene starts
The Traveler and Paimon arrive at the gathering outside the palace and run into Alyosha, who is already standing in the crowd. Paimon is surprised to see him, and Alyosha explains that he heard about the Seals of Life situation and came to see it for himself. Odette and Vodyanitsa are present alongside them for the rest of the scene.
The confrontation itself takes place at the foot of the palace stairs, with Ragin pressing Snezhnograd Veche Councilor Belozersky in front of the assembled citizens about the seals harvested from human life force.

Belozersky says the Druzhna have already contributed their Seals of Life, while ordinary citizens cannot donate yet. He adds that the purpose behind collecting the seals must remain secret and attempts to calm everyone by assuring them that Her Majesty will face whatever challenges lie ahead. When Trunin and Vedrin point out that the Druzhna serve as the Tsaritsa’s own guards, not regular citizens, Belozersky has no response.
Regrator’s speech and the new donation policy
Regrator descends the staircase, instructs Belozersky to resume his work in the Veche, then addresses the crowd. He reveals that Her Majesty has approved more ways to donate Seals of Life, with the conditions dividing the population into two groups.

Regrator explains that the collected seals will be kept in Northland Bank’s vault and that the bank will pay interest on those deposits. When Tarov questions the idea of being paid for a donation, Regrator frames the interest as a token of appreciation for the public’s support. He then tells everyone to head to the bank in an orderly fashion and to stop congregating outside Zapolyarny Palace, and the plaza clears out.
How the cutscene ends and what to do next
After everyone else leaves, Odette asks the group for their views. Alyosha says the authorities have not earned his trust, yet he wants to help if the nation truly faces danger. Vodyanitsa and Odette likewise decide to support Her Majesty, so the party agrees to follow the others.
Control returns to you immediately afterwards. You know the sequence finished correctly when the quest prompt on screen updates to “Sparks Converging upon the Tundra: Go to Northland Bank”, which is your next objective.
Why Northland Bank’s vault matters here
Routing the Seals of Life into Northland Bank is not a throwaway detail. The same vault came up earlier when Regrator, the Ninth of the Eleven Fatui Harbingers, met with Il Dottore in the Sanctuary of Surasthana. In that conversation Dottore described his soul being divided, with one half in Nod-Krai and the other half stored in the Northland Bank vault.
That meeting also set out how Regrator operates. He calls himself a venture capitalist backing an ambitious plan, talks openly about running at a loss, and notes that he answers to the Tsaritsa and Pulcinella. The banking language he uses on the palace steps, deposits, interest, orderly queues at a branch, is the same framing he applied to Dottore’s experiments.
Where this scene sits in Version 7.1
Version 7.1 launched on September 23, 2026 and carries Archon Quest Chapter VII: Act III and Act IV, which award 620 Primogems plus character ascension materials on completion. The Snezhnaya storyline around it includes the Traveler being named Consultant to the Tsaritsa by her secretary Chayka, the crystal seal chamber inside Zapolyarny Palace tied to the Third Descender, and a confrontation with Roneva, Arbiter of the Heavenly Principles.
Vodyanitsa, who joins the Traveler in the donation scene, is a featured 5-star Hydro character on the phase one banner alongside the 5-star Anemo character Vesna, Commander of the Druzhna, the same Druzhna named during the crowd’s questions. Diona, Faruzan and Chongyun appear as the 4-stars.
Vesna’s story quest hands out a custom Link Mechanism appearance together with a flying sword spirit companion, so it is worth clearing once you are done with the Archon Quest beats.
Once the plaza empties and the objective updates, the quest simply points you toward the bank, where the donation system Regrator just announced is put into practice.
