The catch is that a drone jammer sits at the heart of the base, and the whole task must be done without being seen.
Quick answer: Sneak into the outpost, disable the drone jammer at the foot of the antenna (or cut its generator on the southeast corner), then hide behind the machine, launch your drone, and hover it near the marked Cultist praying on the second-floor balcony until his monologue ends.
Objective and fail conditions
Your goal is to eavesdrop on a Cultist Lieutenant with your drone to find out more about La Llorona and how she runs Villa Verde. This is a stealth-only objective. If you are spotted or open fire and alert the lieutenant, the mission fails immediately.
A failure is costly here. You restart from Villa Verde Bravo and have to drive all the way back to the Cultist outpost, so it pays to clear the base carefully the first time rather than rush in.

How to know it worked
The prayer reveals that La Llorona keeps a shrine in the region, and once the monologue finishes the objective clears on its own. And Your Enemies Closer is then marked complete on the Tacmap. Pair it with Vow of Silence, the other objective in this pair, to continue toward With Extreme Prejudice.
If the mission keeps failing, the cause is almost always the same. Either a guard spotted you, the lieutenant was alerted before the recording finished, or the drone was still jammed because the machine or generator had not been disabled. Clear those foes quietly and confirm the jammer is off before you send the drone up, and the eavesdrop will complete cleanly.
