A New Fence for Fisk is a Chapter 1 side quest in the Old Camp, and it exists only because you cleaned house for Thorus. Once Mordrag is gone, Fisk loses the supplier feeding his black market, and he wants a replacement before he agrees to back your admission. The fix is short, but it sends you all the way out to the New Camp.
Quick answer: After removing Mordrag in the Out of Sight quest, talk to Fisk in the Old Camp market, travel to the New Camp, and offer Sharky the fence job inside the big cave settlement. Return to Fisk to finish the quest and collect 300 XP.

Prerequisite: Remove Mordrag in the Out of Sight quest
You cannot start A New Fence for Fisk until Mordrag has left the Old Camp. That happens during Thorus’ Out of Sight quest, where you either knock Mordrag down (non-lethal) or kill him outright. Either outcome cuts off Fisk’s old supply line and sets up his complaint.
Mordrag is a dangerous early fight because he uses both a blunt weapon and a bow. Stay close so he cannot land arrows, since a single ranged shot can drop you while you are underleveled. Hold off on this confrontation until you have decent armor and a reliable weapon.
The cleaner route is to accept Mordrag’s offer to escort you to the New Camp and ambush him on the way, then report back to Thorus to wrap up Out of Sight.

Fisk runs his trader stall in the outer ring of the Old Camp, in the market area near the south gate. He is the man in the Shadow uniform with the buzz cut, usually sitting on a bench in front of his hut, close to the firepit and near Dexter and Torrez.

To reach him from the castle entrance, head toward the north gate, take the second right past Gravo’s shack, and follow the path until you hit the market under the cloth shades. From the castle you can also simply head east and follow the path to the large firepit at the center of the marketplace.
The conversation triggers automatically as you get close. Fisk is annoyed that you forced Mordrag out and warns that he will hold his vote for your admission. Tell him there must be a way to fix it, and he asks you to find a new fence. Agreeing kicks off the quest.
Travel to the New Camp
Mordrag belonged to the New Camp, so that is your only lead for a replacement fence. The path there runs through animal territory that can easily kill an underleveled, poorly geared character, so getting an escort the first time is the safer call.

If you killed Mordrag and never used his escort offer, Drax can guide you instead. You meet Drax near the hunting grounds early on, when his friend Ratford stops you on the way to the Old Camp. He will only escort you after you retrieve his knife, which sits near the first scavenger you pass before the sloped path up to the Old Camp.
Escorts deal with most threats along the road, but they can die too, so stay alert. If your stats are high enough, you can also make the trip yourself by heading directly west of the Old Camp, past Cavalhorn’s hut. Pick up a Colony Map before you leave so the New Camp marker is easy to follow.
At the New Camp, follow the dirt path and take the right at the fork to reach the gate watched by Jarvis. Continue on, cross the bridge past an NPC named Homer, and you will arrive at Silas’s tavern on the right with a large cave on the left.
Talk to Cipher in the lake tavern
Your first candidate is Cipher, who hangs around the lake tavern across the bridge near the main town area. Entry normally costs 100 Nuggets, but you can skip the fee by telling the doorman you are a Scraper, which lets you in for free.

Cipher can be sitting on the ground floor or the level above. Ask him to take the fence job for Fisk and he turns it down, but he points you toward Sharky as someone who would gladly do it. Cipher is an optional stop; if you already know where Sharky is, you can head straight to him after speaking with Fisk.
Find Sharky in the New Camp cave
Sharky is inside the big cave settlement, one of Lares’s bandits with a taste for exactly the kind of goods Fisk moves. He is easy to miss because he sits alone in a corner.

Head into the cave, go down the slope, and follow the path on the right closest to the pit. Look for a house with a blue canopy and a few bandits around a campfire across from it; the building has a large wheel mounted on the wall. Sharky sits in front of that house, near the campfire.
Tell him Fisk needs a new fence. After a little convincing he agrees on the spot, which clears the only real objective in the quest.
Return to Fisk and confirm the rewards
Go back to Fisk in the Old Camp and tell him the new fence is set. He signs off on the deal, and the quest completes immediately.
