Sail to Maple Village and head for the central town area. Hypnotist Mango wanders among the Civilians there, and he stands out from the crowd because of his dark outfit and brown fedora. He is a regular enemy rather than a boss, so there is no health bar warning or arena to enter.


Level 85 requirement to equip the Hypnotist Chakram
The drop can land in your inventory at any level, but the weapon will not equip until your character is Level 85 or higher. If you are farming below that threshold, the chakram simply sits in your backpack until you catch up.
Quests are the fastest way to close the gap. NPCs with an exclamation mark above their heads are scattered across every island, and clearing their tasks alongside normal enemy kills builds EXP steadily.

The second is letting him fight back and stretch each kill out, which is why constant knockback pressure matters when you are grinding a 1% chance.
