Safe Harbor is Linda’s opening request at the Dockside Club in the Port, and it is the gate that hands you Gunter’s missing Deck of Cards. The quest asks you to rebuild one run-down shop near the club, report the work to Linda, and then bring her a single unit of Paint to smarten up the club. None of the steps are combat-heavy, but they do depend on having the right crafting kits ready before you travel to the Port.

Quick answer: Ask Linda about the Deck of Cards, then construct a single first-tier Merchant Stall in the Port with 4 of Building Kit I, 3 of Wooden Kit I, and 1 of Iron Kit I. Report back to her, then give her 1 Paint.


Start Safe Harbor with Linda

The Dockside Club opens up after Jack’s reunion at the Port. Walk inside and let Linda’s introduction play out. To trigger the tarot request, you first need to have asked Gunter for a favor in the Astrologer’s Tower, which adds the Deck of Cards topic to Linda’s dialogue.

Select Deck of Cards. Linda says she has Gunter’s deck and will return it once the former shop beside the club is restored. This conversation launches Safe Harbor and awards Market Stalls I technology, unlocking first-tier Apothecary, Vegetable Stand and Tailor options. Leaving the building triggers a brief camera pan to the repair sign on the ruined shop.

Materials for the Port stall

All three stall plans require identical materials, so choose the shop you like best. Vegetable Stand suits Linda’s request to reopen a food shop, though Apothecary and Tailor will complete the quest as well.

Bring the finished kits themselves in your inventory, not packed supply crates. The build only counts the individual Building Kit I, Wooden Kit I and Iron Kit I items.

Building Kit I

Craft Building Kit I at a Woodworking Workbench connected to a Tool Rack, using Wooden Kit I, Stone Kit and Bricks. The stall’s four kits require 24 Bricks plus 4 Stone Kits altogether. You need Building mastery 5 and must unlock Houses Repairing. Make Stone Kits at the Stonemason’s Workbench, which also needs a Tool Rack.

Wooden Kit I

At a Woodworking Workbench fitted with a Tool Rack, each Wooden Kit I craft produces two kits. Make two batches with 2 Oiled Planks alongside 6 Wooden Planks to get four kits; one will remain after the shop is built. Oiled wood research unlocks the recipe, and Building mastery 5 is required.

Iron Kit I

1 Iron Ingot is needed to make an Iron Kit I. Use an Iron Anvil or Steel Anvil equipped with a Hardening Bucket, and have a Hammer and Smithing mastery 7. The Iron Works research unlocks this recipe, so unlock ironworking before beginning.

Before you travel, open your inventory and confirm you are carrying all four Building Kit I, three Wooden Kit I and one Iron Kit I. The kit recipes each have their own research and mastery gates, so leave the shop request open while you fill any gaps.

Build a stall in the Port

Fast travel to the Town Port using the map teleport point. This drops you close to the Merchant Stalls repair site the camera highlighted when you left the club.
Interact with the Merchant Stalls repair sign to open the construction menu, then select Apothecary, Vegetable Stand or Tailor. All three read the same materials from your inventory.

Confirm the construction to use up the kits, then watch the brief transition as the stall is restored. After the scene, the objective updates and asks you to tell Linda the old shop has been restored.

Report back and deliver the paint

Return to the Dockside Club and choose the option telling Linda the shop is open. This report awards reputation, a Town Gratitude and a Story, and Linda hands you the Deck of Cards during the conversation. If you do not see the deck, finish speaking to her and check for the dropped item.

Once you report back, the quest’s final objective is to deliver 1 Paint. Buy it from the Trademaster at the Main Pier for 5 Silver, or make it at Laboratory I in the Alchemy Lab with the Paint formula this quest unlocks. You only need one.
Take the Paint back to Linda and choose the hand-in option. She consumes one Paint and the quest closes with the journal line “I started to restore the Town.”

Rewards and what Safe Harbor unlocks

The quest pays out across its two hand-ins rather than all at once. Restoring the shop and reporting it grants reputation, a Town Gratitude and a Story, plus the Deck of Cards. Delivering the paint adds another round of reputation, Town Gratitude and a Story. In total Safe Harbor gives:

  • Market Stalls I technology (unlocks the first-tier Apothecary, Vegetable Stand and Tailor)
  • +20 reputation with Linda, split across the two hand-ins
  • 2 Town Gratitude
  • 2 Story (bronze)
  • 1 Deck of Cards

After getting the deck, bring it to Gunter in the Astrologer’s Tower to progress Friendship Written in the Stars and arrange his zombie workers. Delivering the Paint also unlocks Linda’s next request, Varnish Before You Fiddle, concerning a violin once owned by her friend Aleksta. This leads into her longer character questline.
